Minimum Qualifications: Specialized Experience: One year of specialized experience which includes developing, coordinating, executing, and reviewing emergency medical operational plans; planning, assessing, coordinating, and conducting emergency management advisory services; and has extensive knowledge of emergency management program and requirements within a Military Treatment Facility (MTF).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Major Duties:

  • Manages, directs, coordinates, and implements USNH GTMO’s Emergency Management Program (EM).
  • Serves as principal advisor to Command Leadership on alert and activation requirements for broad range of emergency conditions.
  • Directs the development, implementation, and operation of the command’s AT/FP Program.
  • Develop and implements procedures to ensure compliance with all Force Protection Condition (FPCON) reporting and implementation procedures.
  • Coordinates Emergency Management and Antiterrorism/Force protection training.
  • Recommends training and exercise requirements, research, and develops training plans, coordinates training courses, and coordinates Hospital-wide drills and exercises according to higher-authority guidance.
  • Serves as the Commanding Officer’s Expert Advisor and Direct Representative in matters pertaining to the Personnel Security Program (PSP) and eligibility of personnel access to classified/sensitive information and assignment of sensitive duties.
  • Ensures military and civilian personnel who handle classified/sensitive information or assigned to sensitive duties are appropriately vetted.
  • Serves as a source of authoritative information and assistance to other command department heads.
