The Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management (DHS&EM), in Disaster Assistance (DA)

is recruiting for an Emergency Management Specialist 3 positions

This position is in the Supervisors Unit (SU) bargaining unit at a range **.

This position is open to Alaska Residents only.

What You Will Be Doing:
We are seeking a dynamic leader to guide and strengthen the State’s Public Assistance program, overseeing disaster recovery projects from initial development through closeout while ensuring full compliance with state and federal requirements. In this role, you will manage the development, negotiation, and administration of disaster recovery grants, including eligibility determinations, project scoping, and financial oversight for critical infrastructure and recovery initiatives. You will lead and mentor program staff by setting priorities, assigning work, and fostering professional growth. Serving as a key liaison with FEMA and partner organizations, you will provide expert technical guidance, resolve complex project challenges, and support applicants throughout the recovery process. This position also plays a vital role in disaster response operations, coordinating with the State Emergency Operations Center (SEOC) and supporting field activities as needed.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base.

The background check may include fingerprinting.

All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access.

Also, you must be able to maintain the clearance throughout your employment.

If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

Requirements

Two years of journey professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience is met by service as an Emergency Management Specialist 2 with the State of Alaska, or the equivalent elsewhere.

OR

Three years of journey professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events.

OR

A bachelor's degree, in any field, from an accredited college;
AND
Two years of journey professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events.

Special Note:
A valid Alaska driver's license is required.

Some positions require the incumbent to obtain a federal security clearance.

Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

Qualifications

To qualify for this position, the incoming team member must be willing and able to occasionally travel to remote field sites using boats, small aircraft, and helicopters, and be prepared to work in varying weather conditions, in confined areas, and potentially be exposed to wildlife. Demonstrating your flexibility and experience with such environments will support your application.

Job Specific Requirements: DMVA is housed on Joint Base Elmendorf-Richardson, a federal military installation.

If the installation commander deems necessary, the incumbent may be required to pass security background check for an installation access permit.

Adherence to installation regulations, special security guidelines, base protocol for Joint Base Elmendorf-Richardson are mandatory and will be followed while on the installation or the access permit can be revoked by the installation commander at any time.

The individual must also be able to maintain the clearance throughout employment. Adherence to special security guidelines, protocol, etc., for JBER needs to be followed.

Candidates must be able to pass a federal background security check in order to qualify for military base access.

Special physical, mental, or behavioral requirements of the position:

Must be willing and able to travel within the State, including very remote areas, or out of State on an as needed basis.

  • Transportation can be via government vehicle, commercial airlines (large and small), very small planes, helicopters, boats, snow machines, and ATVs to remote areas of the state to support the Departments mission.

Catastrophic disaster emergency response is likely to impose more stringent physical and mental requirements such as: rapid deployment away from home and family, changed work times (day vs.

night) and longer shifts (12 hours or more);Working in austere facilities and frequently at tasks very different from day-to-day assignments, and living in sometimes spartan accommodations, similar to outdoor camping and can include: tents, sleeping bags, cabins, gymnasium floors, etc.

An employee’s stamina and ability to withstand stress are essential in such situations.

The incumbent will be directly responsible for implementing actions and providing support to communities and jurisdictions that have life and death implications.

The additional level of stress associated with these responsibilities requires mental and emotional strength.
