This National Guard position is for a EDUCATION SERVICES OFFICER, Position Description Number T5216000 (T5) / D2008000 (T32) and is part of the Oregon National Guard Joint Force Headquarters JFHQ, National Guard.

GENERAL and SPECIALIZED EXPERIENCE REQUIREMENTS: Work involves administering, supervising, promoting, coordinating, conducting, and evaluating programs, activities, or opportunities designed to provide individualized career-related or self-development education plans.

One year of specialized experience equivalent to at least the next lower grade level in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2.

Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3.

Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4.

Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5.

Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6.

Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8.

Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process.

Identification and utilization of various types of occupational information and resources. Major Duties:

As a EDUCATION SERVICES OFFICER, GS-1740-11, this position is located in the Military Personnel Office (MILPO), Plans and Actions Branch of the Army National Guard.

The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance.

The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.

1. Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met.

Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same.

Coordinates, plans, and schedules with other organization managers and customers as appropriate.

Reviews and provides advice on organization missions, functions, and manning of serviced units, including Reorganization, Activation, Deactivation, and Transformation.

Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment.

Provides oversight as principal advisor and consultant to the MILPO and TAG. Provides advisory services to battalion and unit commanders concerning the educational needs of their assigned personnel.

Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness.

Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB).

Drafts and implements State policy based on the aforementioned policies. Implements program policy from NGB in accordance with State's strategic objectives. (25%) 2.

Provides advisory services to battalion and unit commanders concerning the incentives available to their assigned personnel.

Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness.

The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions.

Numerous contacts with these institutions are for the purpose of negotiating agreements for a variety of traditional, non-traditional, and special purpose education programs.

Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs.

Performs self-inspection and presents detailed and comprehensive reports and recommendations with any corrective action taken to supervisor.

Follows-up to ensure complete and quality resolution of discrepancies. Analyzes the impact of policy, regulation, law changes, and force structure to the organization's workforce.

Conducts briefings and advises subordinate units; works closely with management in resolving controversial issues; researches, prepares and defends actions taken relative to changes in military personnel programs.

Develops, collects, analyzes and disseminates data on educational and incentive programs through continuous evaluations.

Coordinates with other Education Services Specialists, officials or professors of educational institutions or professional education societies in providing guidance and assistance in occupational information, scholarship requirements, Army service schools and college acceptance.

Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, military credit conversion (ACE), analysis of life experience, self-teaching, new and innovative/non-traditional college to include Associate and Baccalaureate degree programs, first Masters or Professional degrees which meet their academic and vocational requirements.

Assists personnel in selecting the appropriate course of study through information obtained by interviews and educational record research. Assists in completing enrollment applications as needed.

Estimates and obtains the necessary program funds and determines their allocation. 4. Performs other duties as assigned.
