King County’s Finance and Business Operations Division, Financial Systems and Services Team is seeking an Education Consultant 2.

The Financial Systems and Services group is looking for an experienced training expert who has a talent for learning complex concepts and translating that knowledge into accessible procedures and attention-grabbing training content.

We are seeking a professional who is skilled in delivering engaging and informative training sessions.

This candidate must have the ability to simplify complex concepts and provide a variety of training formats that will empower our workforce to achieve excellence.

The Financial Systems and Services group supports the County's Oracle EBS financial system, including monitoring and processing system interfaces and imports, maintaining systems values and the opening and closing of periods for the Oracle EBS financial modules, including General Ledger, Projects/Grants, Accounts Receivable and Assets.

Our team prepares reference materials, provides County agencies with training and system research, and provides support for Special Districts, including journal entries, reporting, and research.


Scope of Job Duties: To be considered for this opportunity, you must at a minimum demonstrate knowledge, skill and ability to:

  • Plan, design, develop, and deliver technically detailed training content using the following skills:
    • Video production/editing (e.g., screen capture, software demo/tutorial)
    • Instructional design for asynchronous e-learning course development
    • Educational writing (e.g., user guides, tutorial scripts, communications, etc.)
  • The ability to provide comprehensive training to attendees with various levels of knowledge and experience with financial systems and business processes.
  • Coordinate with project teams and subject matter experts to evaluate system changes that impact our customers.
  • Advise and support training activities for system upgrades, and projects that implement changes to business processes and system functionality.
  • Assess training needs and customize training content to meet the needs of the audience.
  • Create engaging learning experiences in several different formats (eLearning, in-person learning and written user guides).
  • Ensure all training content and materials follow Americans with Disabilities Act (ADA) Accessibility Guidelines and Web Content Accessibility Guidelines (WCAG).
  • Collaborate with clients to identify specific training needs, tailor course content accordingly, and address any gaps in knowledge or skill sets.


Minimum Qualifications:

  • Experience as an internal systems trainer including developing instructional documentation to provide guidance to a broad audience.
  • The ability to provide engaging training to attendees with various levels of knowledge about financial systems and business processes.
  • Act as a liaison to bridge understanding between technical team and agency clients.
  • Excellent presentation skills.
  • Experience developing dynamic, educational, technical content and materials to ensure content is comprehended.
  • Experience developing on-line digital knowledge base for training materials and resources
  • Strong communication, interpersonal, writing and customer service skills.
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work.
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
  • Ability to work with people from diverse backgrounds.


We would love it if you had:

  • Experience using measurement tools and techniques to assess training effectiveness
  • Experience with a variety of technical tools (e.g., Camtasia, Storyline, Articulate, etc.)
  • Experience with Web Content Accessibility Guidelines (WCAG) to ensure training content meeting Americans with Disabilities (ADA) digital accessibility requirements.
  • Experience working directly with data and business processes in an Enterprise Resource Planning (ERP) Financial System, such as King County’s Oracle EBS.
  • Experience with LEAN processes and principles.
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Position Information:

Work Site Details: The Finance & Business Operations Division works in a hybrid model, with days in the office as well as telecommuting.

The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.

  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is not represented.
  • King County has a robust collection of tools and resources to support working remotely.

    The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.

    Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD’s Hybrid and Remote Guidelines including on-camera participation during virtual video meetings.
