DSHS SCC – Forms and Records Analyst 2
Join our team at the
Special Commitment Center (SCC) on McNeil Island as a Forms and Records Analyst 2, where you will play a key role in ensuring the accurate, timely, and compliant handling of sensitive records.
In this position, you will coordinate responses to legal subpoenas, discovery requests, tort claims, lawsuits, and public disclosure requests in alignment with state laws, administrative policies, and established procedures. You will work closely with internal departments and legal partners to gather, review, and release records with appropriate safeguards, while also supporting records retention, transfer, and disposition processes. Your work is essential to maintaining transparency, protecting confidential information, and ensuring the integrity of SCC’s records management practices.
Some of what you'll do:
Process and coordinate responses to legal subpoenas, discovery requests, tort claims, lawsuits, and public records requests under the guidance of the Forms and Records Analyst Manager
Review incoming requests to determine scope, identify record holders, and assess any special processing requirements such as court-ordered redactions
Communicate with requesters and consult with the Assistant Attorney General as needed to clarify requests and ensure compliance
Locate, collect, and compile records from multiple sources including electronic systems, hard copy files, shared drives, and email
Partner with internal departments to gather relevant documentation and ensure timely and complete responses
Track, organize, and document request progress, including applying Bate stamps and uploading finalized records to secure file transfer systems
Support records management functions by assisting with retention, inventory, archival preparation, and compliance with established records schedules and procedures
Desired skills, knowledge, and abilities:
Knowledge of records and forms management principles, including applicable state and federal regulations related to clinical, legal, and administrative records
Familiarity with Washington State court rules related to discovery, subpoenas, and records disclosure requirements
Understanding of the Health Insurance Portability and Accountability Act (HIPAA) Privacy and Security Rules and their application to sensitive records
Proficiency in Microsoft Office and experience with systems used to scan, store, retrieve, and transfer electronic and physical records
Strong organizational skills with the ability to manage multiple requests, track progress, and meet strict deadlines
Ability to work independently while exercising sound judgment and maintaining attention to detail
Effective communication skills to coordinate with internal teams, legal partners, and external requesters

Work schedule: 8:00 AM - 4:00 PM, Monday through Friday
Telework up to three days per week may be approved after completion of the probationary period.
SCC employees also receive an additional $10 per day premium pay in addition to advertised salary and a free ORCA card for transportation use.
Ferry transportation is provided to McNeil Island employees.
Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.

The Special Commitment Center (SCC) provides mental health treatment for individuals civilly committed as sexually violent predators after their prison sentences. Located on McNeil Island, SCC offers a secure environment with a structured treatment program aimed at reducing the risk of re-offense. The center collaborates with legal, correctional, and behavioral health partners to support resident progress and ensure court-ordered reviews. SCC staff play a crucial role in balancing public safety with the treatment and legal rights of residents.
