The Regional Operations Manager (ROM) for the Home and Community Services Division (HCS) oversees the technical development, coordination, and administration of the six countywide regional operating budget in alignment with division and regional policies.

Reporting to the Deputy Regional Administrator and serving on the Washington Management Services (WMS) regional leadership team, this role represents a significant leadership opportunity directing all fiscal operations, including procurement, accounts payable, local funds, timekeeping, and general services.

The position works closely with the Regional Business Center, Consolidated Business Services, and Management Services Division (MSD) and partners across other Department of Social & Health Services (DSHS) administrations.

The Regional Operations Manager directly supervises two Office Services Managers responsible for 10 field offices, who in turn, supervise three CSS4s and 16 CSS3s who deliver customer services across those offices.

In this role, you will lead regional planning, implementation, and monitoring of operational functions, providing guidance on contracts, internal controls, emergency management, inventory, fleet management, COOP, and safety.

You'll manage region-wide purchasing, inventory maintenance and replacement, fixed asset control, and property disposal.

Under the direction of the Regional Administrator and Deputy Regional Administrator, the Operations Manager administers expenditures and purchasing, tracks and updates staffing and budget plans, coordinates with Headquarters budget staff, develops operational policies and recommendations, and conducts analyses to ensure compliance with regulatory and legal requirements.

This position supports the Department’s mission to improve the health and safety of individuals, families, and communities by providing strong leadership, professional consultation, and oversight of regional budget development, implementation, and related operational responsibilities.

This role, although hybrid, is 60% remote / 40% onsite.

Some of What You'll Do:

  • Serve as the regional point of contact between HCS Field Operations and the Regional Business Center to ensure that the region's business needs are met and mitigate or resolve any questions or issues.
  • Act as the point of contact for office closures and updating employee phone lines and duty stations web site.
  • Assimilate, interpret and apply laws, administrative codes, contract provisions, state and federal rules and regulations.
  • Serve as the regional point of contact between HCS Regional Field Operations and Headquarters to ensure regional functions are completed and coordinated appropriately.
  • Hire, train, and evaluate the performance of a tiered team of 21+ staff who provide direct support to clients and employees.
  • Provide support to the Regional Administrator on activities related to budget and staffing plans.
  • Manage state vehicle fleet keeping vehicles equipped with appropriate safety supplies, and coordinate all maintenance and repairs.
  • Facilitate flow of office work between work units/facilities for office space layout needs, equipment needs, furniture, supplies, coordinating purchasing and delivery, mail, security systems, janitorial service, and workstation modification/installation.
  • Oversee and coordinate the maintenance and emergency repairs in 10 leased facilities.
  • Serve as the region's Point of Contact for Regional Telephony projects including Customer Service/Reception facing phone systems and as supervisor of Telecommunications Coordinators: Evaluate requests for modifications and additions to phone system for minor telephone system changes; assists staff to conduct troubleshooting with assistance of technicians and Headquarters staff.

    Serve as Region 2 Point of Contact for telecommunications and fax changes or updates as orchestrated by DSHS and official DSHS vendors.

    Maintain clear lines of communications between Region 2 staff and DSHS/Headquarters staff who determine which telecommunications and fax systems the agency will be utilizing.

  • Analyze complex financial and statistical data and determine their significance; interpret comprehensive financial statements and supporting financial reports; develop financial portion of the region's business plan; develop recommendations and options for regional management.
  • Monitor the Regional Operating Budget and participate in monthly budget meetings with the RA and DRA.
  • Brief regional leadership team as well as division headquarters on budget status and projections for the fiscal year.
    • Some evening and weekend work may be required.
    • Weekly travel throughout the Region and to HCLA headquarters will be required.
    • Monthly meeting takes place in Everett, WA.
Who Should Apply?

You possess a bachelor’s degree in business administration, Accounting, Finance, Human Resource Management, or a closely related field AND five years of professional work experience, including at least three years in a managerial, supervisory, or human resource capacity.

OR

Additional qualifying education or experience may be substituted on a year for year basis.
