Full Job Description

Join our team as a collaborative, communicative, and experienced leader supporting the Home and Community Administration in the Region 3 Field Services office.

You will work closely with the Regional Administrator and Field Managers to implement field service operations and ensure that Region 3 survey/inspection, certification, and complaint investigation activities in Nursing Homes, Assisted Living Facilities, Enhanced Services Facilities, Adult Family Homes, Certified Community Residential Service and Support Providers (CCRSS) and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF-IID) are consistent, accurate and timely, and in accordance with federal and state laws, regulations, and processes.

Through the use of specialized knowledge, skills, and abilities, you will serve as the Region 3 subject matter expert on quality assurance/quality improvement activities related to the performance of professional staff, setting the direction for ongoing staff training, and handle and respond to constituent complaints, and upon request, prepare written responses.

This role's scope of work is regional, but there are regulatory activities the position has influence over that are conducted statewide.

You will have delegated authority to provide leadership and oversee the work of the field managers and their assigned staff, communicate directly with the Attorney General staff regarding administrative hearing issues, represent and speak on behalf of the division at meetings with external and internal customers, develop community partnerships, and serve on special committees at the request of the Regional Administrator and Headquarters.

The FSA also fosters and maintains working partnerships with FSAs in the other Regions and Headquarters-based programs such as the HQ Operations, Compliance and Enforcement Unit, the Policy, Training, QA Unit, and Business Operations.

Some of What You Will Do

  • Plan, lead, develop, coordinate, and implement the regulatory activities throughout the region related to quality improvement activities with line staff and field managers.
  • Lead in ensuring that field’s response to HCLA’s strategic plan, objectives and action plans are accomplished and submitted timely to HQ.
  • In collaboration with the Regional Administrator, ensure that the corrective action plans are developed and submitted timely when state and federal audit occurs.
  • Communicate and coordinate with regional staff and others, including the HQ Training Unit and HR to identify areas where line staff and/or field managers require professional development and/or performance issues addressed.
  • Support Field Managers to ensure all staff are treated with dignity and respect and follow Equity, Diversity, Access, and Inclusion standards ensuring the workplace is free from bullying/harassment.
  • Ensure Safety Committee meetings are meeting standards and recommendations are followed up.
  • Work with the Regional Administrator to set expectations for performance and develop work plans; recruit, interview, hire, mentor, coach, train, and evaluate performance.
  • Ensure that the workload of each of the unit is carried out; initiate corrective action when necessary; provide personnel consultation and performance feedback.
  • Provide consultation and act as subject matter expert/resource to the management team in areas of interpreting regulations for both state and federal guidelines related to licensing, inspection, survey/certification and complaint investigations and matters related to administrative hearing.

Flexible 40+ hours per week; may include evening or weekend work as needed.

Ninety percent of the work is done in an office environment (which may include visiting any of the three Region 3 Vancouver, Tumwater, or Tacoma offices) with scheduled and unscheduled visits to licensed facilities in a large geographic area.

In this role, you may go onsite in facilities where potential risks include possible disease transmission or outbreak of infectious disease such as COVID-19, staphylococcus, norovirus, influenza and more. Utilizing Personal Protective Equipment is required for personal safety.


Who Should Apply

Applicants must meet one of the following education and experience requirements:

  • Master’s degree in social science, health, public administration, or a related field and three years of experience planning, administering, developing, or delivering social and health services programs;
    OR

  • Bachelor’s degree in social science, health, public administration, or a related field and five years of professional experience planning, administering, developing, or delivering social and health services programs;

AND must also have:

  • Two years of experience working with vulnerable adults in a regulatory or professional capacity, including interpreting and applying laws and legal documents;

  • Three years of experience managing and leading staff, including supervision of mid-level supervisors across a diverse, multi-site workforce; and

  • Willingness and ability to become SMQT-certified within one year of hire.
