Join the Home and Community Living Administration (HCLA) in Lacey, WA and help shape the future of long-term services and supports for Washington’s most vulnerable residents.

The Public Disclosure, Discovery, and Privacy Unit Manager is part of the Innovative Solutions Team at DDCS Headquarters in the Office of Systems Integration.

The Innovative Solutions Team (IST) leads advancements in technology, data governance, and systems management for the Developmental Disabilities Community Services (DDCS).

Through collaborative expertise, we provide strategic guidance, consulting, ensure integration of technology solutions, and champion best practices in data management.

Aligned with the larger mission and strategic objectives of HCLA and DSHS, we recognize our role as a critical component in building access for the individuals we serve.

HCLA is an administration within the Department of Social and Health Services (DSHS), bringing together the Developmental Disabilities Administration and the Aging and Long-Term Support Administration.

This unified team is responsible for overseeing Washington State’s system of long-term care, serving individuals with disabilities and older adults through home and community-based services, protective oversight, regulatory compliance, and case management.

This is an opportunity to improve the quality of systems, services, and supports provided by DDA throughout the state and utilize your leadership skills to support a growing Innovative Solutions Team.

Some of what you’ll do:

  • Manage the Administration’s statewide program for public records disclosure.
  • Exercise independent judgement surrounding responsive documents and statutory justifications for redactions.
  • Formulate the Administration’s statewide policy regarding Disability Rights Washington and Developmental Disabilities Ombudsman request response processes and works with DDA staff statewide to ensure responsiveness.
  • Manage curriculum development with the Administration’s Training Unit.
  • Manages the Administration’s statewide program for litigation holds.
  • Other duties as they are assigned.

  • Ability to review processes and determine where improvements could be made, including identifying discrepancies, summarizing findings, leading discussion on resolution, and initiating agency corrective action plans.
  • Ability to interpret policies, procedures, financial reports, legislation, and other financial data.
  • Ability to effectively communicate, both orally and in writing with peers, executive management, and staff from other agencies and segments of the state and federal government.

Preferred/Desired Skills:

  • A Juris Doctor or master’s degree in law, public administration, or another related discipline.
  • Working knowledge of medical and social services terminology and ability to access information to produce clearly understood communication.
  • Demonstrated ability to develop positive working relationships with a broad range of people and entities. Demonstrated ability to work cooperatively and collaboratively with others toward a shared goal.
  • Demonstrated ability to coordinate multiple activities and timelines. Ability to produce work products that are accurate, thorough, and on time with minimal supervision.
  • Public disclosure, privacy, and tort experience in a public sector environment.
  • Working knowledge of DSHS generally and the programs and services provided by DDA specifically.

Who should apply:
Professionals with a bachelor’s degree or higher and,

  • At least five years’ demonstrated experience providing subject matter expertise in public disclosure under the Washington Public Records Act.
  • At least two year’s demonstrated professional experience in one or a combination of the following: Privacy, HIPAA compliance or legal discovery.
  • At least one year of experience supervising staff.

Or,

A high school diploma or higher, and

  • Nine years of demonstrated experience providing subject matter expertise in public disclosure under the Washington Public Records Act.
  • Three years of demonstrated professional experience in one or a combination of the following: Privacy, HIPAA compliance or legal discovery.
  • At least three years of experience supervising staff.
