Full Job Description

We have an exciting opportunity for an experienced licensed clinical psychologist with strong clinical skills and a desire to grow an in-patient mental health treatment program within the Behavioral Health and Habiliation Administration (BHHA).

This position will be assigned to the Behavioral Health Treatment Centers (BHTC) Maple Lane Campus located in Centralia, WA.

The BHTC has recently completed the accreditation survey with the Commission on the Accreditation of Rehabilitation Facilities (CARF) and is awaiting a final accreditation determination.

The BHTC is a fully licensed Residential Treatment Facility and is also awaiting licensure determination with the Department of Health to provide Substance Use Disorder treatment on campus.

The Chief Clinical Officer serves as a member of the BHTC Executive Leadership Team and will provide executive oversight for the in-patient treatment of both civilly committed and court ordered forensic residents.

Residents are supported on both the Maple Lane Campus and in a Competency Restoration program on the Western State Hospital campus in Lakewood, WA.

The BHTC currently supports 138 residents, but the campus is expanding and will serve up to 220 residents.

The Chief Clinical Officer is a key leader that regularly collaborates across the Inter Disciplinary Team with Chief Medical Officer, Psychiatric Nurse Executive, Quality Assurance Director and Deputy Executive Officer.

This position’s portfolio includes Clinical Services Managers, Psychologists, Psychiatric Social Workers, Psychology Associates that serve as court petitions writers, on the End of Sentence Review Committee, assessments and individual and group treatment providers.

This position directly oversees the BHTC Treatment Mall, which has just opened and will begin providing treatment to residents soon.

Some of what you'll do:

  • Plan, develop, and direct program operations and service delivery for the BHTC at Maple Lane and Steilacoom Unit Campuses.
  • Ensure evidenced based treatment programming and services are provided for all residents currently at the BHTCs.
  • Oversee clinical and treatment mall procedures ensuring programming remains evidenced based and in alignment with CARF standards and DOH licensure requirements.
  • Consult and collaborate with the BHTC Security Operations Manager to maintain a safe working environment for staff, living environment for residents, and protection for the public at large.
  • Oversee and direct all resident care and quality assurance activities related to meeting Washington state licensing standards.
  • Assure the BHTC comply with pertinent WACs and legal statutes as they pertain to individuals admitted under RCW 10.77 and 71.05.
  • Develop systems of accountability and measures of performance to track adherence to the standards of care for the Commission on Accreditation of Residential Facilities meet or exceed federal and state standards, as well as BHHA and BHTC policies.
  • Analyze data to improve organizational performance and identify changing program needs to improve quality care delivery and operational proficiency.
  • Identify short- and long-term organizational goals that are consistent with the BHTC’s mission and vision.
  • Provide leadership and support for BHTC supervisors and managers.

Who we're looking for:

  • Doctorate clinical degree from an accredited university or professional school in the field of behavioral sciences and valid unencumbered Washington State license in a chosen profession.
  • At least five years of experience working with individuals with serious psychiatric disorders.
  • At least five years of supervisory experience.
  • Management and leadership experience and proven success in leading organizational change.
  • Knowledge of advanced principles of management, including management of budgets, deployment of staff to best advantage, selective cuts with least negative impact, management of direct line staff, oversight of multidisciplinary management teams, and Equity, Diversity, Access, and Inclusion
