Job Description

Summary

This temporary role supports the Colorado Department of Local Affairs' housing division by helping create and organize budget plans for affordable housing programs.

The aide will develop templates for spending narratives, document reporting procedures, and research ways to make budget data more useful through dashboards.

It's ideal for someone detail-oriented with basic finance or admin skills who wants short-term experience in state government housing initiatives.

About the Colorado Department of Local Affairs

The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities.

The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration.

The Division of Housing (DOH) partners with local communities to create housing opportunities for Coloradans who face the greatest challenges in accessing affordable, safe, and secure homes.

DOH supports projects ranging from homelessness prevention to homeownership. Our work includes: Increasing and preserving Colorado's inventory of affordable housing.

Managing rental assistance vouchers.Creating and supporting collaborative approaches to end homelessness.Regulating mobile home parks and the construction and installation of factory-built structures.

Position Summary
The Operations unit works under the auspices of the Division of Housing to provide assistance in developing, organizing, and analyzing Budget Plans.


The temporary aide will develop a spending plan narrative template, approach to a table of contents for spending plans, and technical methodologies for tying the "program" name with CORE budgets. They will also document procedures for monthly reporting and explore ways and methods to make budget information meaningful in programmatic dashboards. In addition, they will assist with other budget-related research as for schedule 9's indirects.

MINIMUM QUALIFICATIONS


Experience Only:

Five (5) years of professional experience analyzing complex governmental budget data, including multiple funding lines, and preparing reports of findings..


OR


Education and Experience: A combination of related education in business management or public administration and experience totalling five (5) years.

Terms of Employment:

Temporary Aides are limited Per Colorado constitution, a temporary employee may work for the State no more than nine (9) months in a 12-month period.

The 12-month period is not defined as a calendar or fiscal year, but a rolling 12-month period that begins with the month of the first day of work for the temporary assignment.

For continuous or regular (including part-time) work schedules, the temporary assignment starts the actual date the temporary employee begins work and ends after nine months.

For example, a temporary employee who begins working June 15th may work continuously through March 14th.

Upon completion of the continuous nine (9) month assignment, the temporary aide must take four (4) months off prior to returning in the same position.

  • Temporary employees pay state, federal and local (if applicable) taxes, Medicare tax, and contribute to the Colorado Public Employees' Retirement Association (PERA). They also receive Workers' Compensation coverage.

  • Non-permanent temporary employees are ineligible for all State of Colorado Benefits except for CSEAP benefits and Colorado Public Employees' Retirement Association PERA retirement employer contributions.


  • Comparative Analysis

    Current and former employees (transfers, voluntary demotions, and reinstatements) are required to participate in the comparative analysis process through this job posting.

    Biweekly Pay: As of July 1, 2023, all DOLA new hires, including transfers of current state employees and reinstatements of former state employees, will be placed on the biweekly pay schedule.

    This means you will be paid every other Friday for a total of 26 pay periods over the course of a year.
