Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: - Analyzes plans, programs and critical issues, both quantitatively and qualitatively, to evaluate their effects on operations and guide development of new programs impacting organizational, functional, and operation activities.

- Manages the end-to-end supply chain by analyzing the relationship between customer requirements, inventory, storage, and delivery to guarantee the most efficient mission execution.

- Develops and coordinates comprehensive operational contingency plans and support agreements for both internal and external center operations.

- Analyzes, prepares, and modifies planning documents for military exercises and crises, recommending major changes to ensure the highest level of customer support.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

  • Serves as the Deputy Commander, DLA Distribution Yokosuka, Japan, is the senior civilian and a full participant in managing and leading the distribution center.
  • Plans and organizes overall logistics programs and directs warehousing and distribution functions in support of customers geographically dispersed throughout the Area of Responsibility (AOR).
  • Serves as the primary distribution center level technical authority on distribution operations, programs and processes and interprets higher level guidance.
  • Develops local operating instructions and policies and serves as chief advisor to the Commander.
  • Serves as the principal technical authority for all distribution operations, programs, and processes. Interprets higher-level guidance to develop local operating policies and advises the Commander on all related matters.
  • Establishes and implements goals, long-range plans, and internal controls to manage operations, determine costs, evaluate performance, and correct program deficiencies.
  • Establishes and implements goals, objectives and internal management controls for the purpose of controlling operations, determining costs, and evaluating performance while taking necessary action to correct program and operational deficiencies.
  • Develops and coordinates contingency plans and agreements for internal and external support. Analyzes and prepares planning documents for military operations, recommending changes to ensure optimal support.
