DIRECTOR
WEST VIRGINIA HOSPITAL FINANCE AUTHORITY-KANAWHA CO.

Salary: $35,000. Full-time employees of the West Virginia Hospital Finance Authority (HFA) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.

Job Type: Full-Time Permanent; Not in the Classified Service; FLSA: Non-Exempt


Reports to: Chair, West Virginia Hospital Finance Authority Board


Nature of work:

Under direction of the Board, this position oversees and directs the administrative operations of the West Virginia Hospital Finance Authority, which includes, but is not limited to: Payroll, Accounts Payable, Accounts Receivable, Budgeting, Financial Records, Travel Management, Fixed Assets, Board Minutes and Record Retention.

This position plans and carries out assignments, resolves most of the conflicts, coordinates work with others and interprets policy with assistance of the Board and Legal Counsel.


Job Duties (other duties may be assigned):

  • Participates in formulating and administering office policies and developing short- and long-range goals and objectives.

  • Organize and properly file notices for Board meetings in accordance with the state’s Open Meetings Law.

  • Prepare all materials required for Board meetings including, but not limited to: meeting minutes, correspondence, resolutions and any other items anticipated for the meeting.

  • Directs, reviews and approves documents in wvOASIS for payroll processing, benefits administration, and other Human Resource functions as needed.

  • Oversees annual invoicing of hospitals based on a formula established in W. Va. Code.

  • Responsible for quarterly debt reporting of all outstanding bonds for which the Authority has either issued or acted as a conduit.

  • Reviews analyses of activities, operations, and legislative intent to determine agency progress toward stated goals and objectives.

  • Confers with the Chair and the Board to review achievements and discuss required changes in policies, procedures, and goals and objectives resulting from current status and conditions.

  • Oversees the preparation and submission of the office's annual budget request to the Department of Revenue, State Budget Office, for inclusion in the Governor's annual budget request to the West Virginia Legislature.

  • Oversees the preparation and submission of the office's fiscal year expenditure schedules, and revisions if necessary, to the Department of Revenue, State Budget Office.

  • Oversees the preparation and submission of the office's fiscal year Personal Services Expenditure Schedule to the Department of Revenue, State Budget Office.

  • Reviews monthly financial reports from wvOASIS for accuracy and to determine expenditure trends during each fiscal year; adjusts when necessary.

  • Oversees the accounting and maintenance of records for fixed assets and the Board of Risk and Insurance Management (BRIM).

  • Ensures that all of the Board’s activities and operations are carried out in compliance with state and federal regulations and laws.


SUPERVISORY RESPONSIBILITIES:

There are currently no direct supervisory responsibilities of this position.

Qualifications

Bachelor’s degree (B.A) in Business, Finance or Accounting is desired; or five years related experience and/or training; or equivalent combination of education and experience.

Prior experience in wvOASIS and budget preparation highly desired. The employee is required to drive to bond closings; therefore, an employee must have a valid driver’s license.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the state accounting/fiscal system and budget cycle.

  • Knowledge of planning and systems analysis techniques.

  • Knowledge of the state of West Virginia Travel Regulations issued in accordance with the West Virginia Code.

  • Knowledge of P-card policies and procedures.

  • Ability to analyze complex budget and financial information and practices.

  • Ability to maintain records and to prepare reports.

  • Ability to use a personal computer in a Windows network environment using the following applications: wvOASIS (Kronos) and the Google suite of office applications.

  • Ability to gather and compile data for use in financial reports.

  • Ability to establish and maintain effective working relationships with others.

  • Ability to converse in a professional manner and provide excellent customer service.
