Full Job Description

As a Director for Talent Acquisition, you will be responsible for overseeing the classification, recruitment, staffing, processing and program management functional areas and provide expert advice to the senior leaders.

Directly supervise highly complex nationwide human resources programs in recruitment and placement, position management and classification, staffing, and hiring.

This position is located in Washington, DC.

You must meet the following requirements within 30 calendar days after the closing date of this announcement: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level.

Examples of specialized experience for this position include: Applying Federal Human Resources, laws, regulations and policies sufficient to provide technical oversight and direct the activities of subordinate staff in the areas of staffing, recruitment, position classification and position management.

Serving as a technical expert to high-level agency officials regarding a variety of human resource matters, issues, and operations; presenting viable solutions to address management/customer needs and resolving potential problems.

The experience may have been gained in the public sector, private sector, or through volunteer service.

One year of experience refers to full-time work; part-time work is considered on a prorated basis.

As a Director for Talent Acquisition, you will: Manage complex human resources programs for highly technical occupations and organizations whose mission is to charter, regulate, and supervise national banks and federal savings associations as well as federal branches and agencies of foreign banks.

Develop and administer talent acquisition programs and operations and ensure that associated human resource activities serve the critical needs of OCC management while fulfilling all legal and regulatory requirements.

Provide expert staff advice and guidance on highly complex talent acquisition matters to include (recruitment and placement, position management and classification, staffing, and hiring).

Exercise delegated authority to address unique, sensitive, and potentially controversial issues with broad operational impact on key strategic OCC goals, objectives and organizational performance.

Evaluate adequacy of current Human Capital policies to ensure they are formulated to achieve overall OCC goals and objectives, to improve productivity, and to promote state-of-the-art or emerging concepts regarding the delivery of Human Capital employment, staffing, and position classification services.

Establish objectives and goals in support of the OCC strategic plan. Develop short and long-term plans; establish priorities for the organization.

Provide planning and resource management to ensure that activities of the organization support OCC's objectives and goals.

Oversee subordinate managers and staff who perform day-to-day recruitment activities including activities of National Recruiters, as well as analysis of complex recruitment data, trends, and the ability to meet district and national recruitment goals and objectives.
