Full Job Description

The Pennsylvania Liquor Control Board (PLCB) is excited to announce an opportunity to join the executive leadership team!


The PLCB is seeking an individual to oversee the Regulatory Affairs Office and provide executive leadership for the agency's licensing and alcohol education functions.

This involves providing strategic insight, planning, and direction to ensure compliance with statutory and regulatory mandates, offering information about alcohol and its effects, and giving Pennsylvania residents an opportunity to express concerns, comments, and suggestions regarding PLCB operations.

This Director position manages a large staff located throughout the commonwealth and serves as a principal advisor to the Board.

This position offers a unique and exciting opportunity to shape programs, policies, and legislation that support the effective regulation of Pennsylvania’s alcohol industry.


The successful candidate will be a collaborative leader who builds and sustains strong working relationships with external partners, represents the PLCB with professionalism and confidence, and exercises sound, impartial judgment.

The ideal candidate will demonstrate adaptability in a complex regulatory environment and bring experience in policy, program, and/or legislative development that supports balanced, transparent, and fair outcomes.



Requirements

This position is responsible for strategic planning, policy development, and management of the licensing and alcohol education functions of the PLCB.

This involves providing guidance, leadership, and vision for assigned areas, establishing goals and priorities, and ensuring the effective administration of programs statewide.


The position confers with the Board, Executive Director, and Deputy Executive Director on regulatory, policy, and program matters; develops, interprets, and implements policies, procedures, and regulations; and reviews and recommends legislation affecting licensing, alcohol education, and related programs.


Work includes representing the Board and Agency at meetings, hearings, and conferences, and interacting with external partners, industry representatives, and elected officials.

The position directs workforce planning and staff development activities, resolves policy and administrative questions, and conducts studies to improve administrative and operational methods and practices.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch. Evening, holiday, and weekend hours may be required, based on operational needs.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week.

    You will be required to report in-office two days per week in the Northwest Office Building in Harrisburg.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS
  • Ten years of experience directing a management program which included regulatory affairs, educational programs, systems analysis, and management analysis, including three years of program and policy planning and development experience and three years of supervisory experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.

  • You must have leadership ability.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Proficiency with Microsoft applications including Word, Excel, and Outlook

Legal Requirements:

You must pass a background investigation.

An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.

Other criminal convictions will be reviewed on a case-by-case basis.
