Full Job Description

The National Indian Gaming Commission's primary mission is to work within the framework created by the Indian Gaming Regulatory Act (IGRA) for the regulation of gaming activities conducted by tribes on Indian lands to fully realize IGRA's goals: (1) promoting tribal economic development, self-sufficiency and strong tribal governments; (2) maintaining the integrity of the Indian gaming industry; and (3) ensuring that tribes are the primary beneficiaries of their gaming activities.

To qualify for this vacancy, you must have experience performing all of the following: Integrating internal and external program/policy issues, seeing that national and organizational-wide goals, priorities, and values are taken into account in carrying out the work of the immediate work unit.

Establishing and maintaining relationships with key individuals and groups outside the immediate work unit and to serving as a spokesperson for one's unit or organization.

Recognizing and analyzing problems and exercising judgment in selecting from alternative courses of action. Obtaining and allocating the resources necessary to support program or policy implementation.

This includes staffing, budgeting, procurement, and contracting. Ensuring that people are appropriately employed and treated fairly and equitably.

Reviewing implementation of programs and policies and making adjustments as necessary so that the appropriate results are being achieved.

This includes periodic monitoring, review and program evaluation. All qualification requirements must be met by the closing date of this announcement. Major Duties:

The Director of Equal Employment Opportunity, represents the Chair of the National Indian Gaming Commission (NIGC) on all matters concerning compliance with the legal and regulatory requirements of the Federal equal opportunity program.

The incumbent reports directly to the NIGC Chair and is responsible for managing all aspects of the NIGC's equal opportunity programs and exercises wide latitude in discharging the responsibilities of the office.

Duties include, but are not limited to the following: Serves as principal advisor to the NIGC on matters relating to the overall management and control of ensuring equal opportunities for applicants and employees throughout the NIGC.

Directs and manages a comprehensive equal employment opportunity program for federal employees throughout the NIGC in compliance with: Title VII of the Civil Rights Act as amended; sections 501 and 505 of Rehabilitation Act of 1973 as amended; the Age Discrimination in Employment Act of 1967 as amended; the Equal Pay Act of 1963 as amended; Title II of the Genetic Information Nondiscrimination Act of 2008 as amended, Equal Employment Opportunity Commission rules and regulations, and all respective NIGC procedures, policies and regulations.

Through consultation with NIGC leadership, acts as a catalyst for organizational change to establish and sustain a working environment of mutual trust and respect in accordance with NIGC norms, principles and policies.

Establishes policy for proper implementation of the various laws and regulations encompassing the equal opportunity programs.

Ensures the timely development and submission of the NIGC's annual reports, required affirmative employment plans, reports to Congress on NIGC/EEO programs, etc.

Provides for timely processing and adjudication of discrimination complaints filed by federal employees and applicants for employment with NIGC.

Recommends decisions for the NIGC Chair on complaints of discrimination and respective corrective measures as necessary to resolve the issues whether or not there is a finding of discrimination.

Establishes and oversees the administration of special emphasis programs in accordance with the NIGC Special Emphasis Programs policy.

Oversees the work of collateral duty specialists; plans and executes the office budget; and otherwise takes appropriate management action to properly execute the office's mission.

This position is in the excepted service and not subject to competitive service procedures. Competitive Civil Service status is not acquired under this appointment.

New appointees to the excepted service must serve a two year trial period. Merit Promotion procedures do not apply.

The NIGC has determined that the duties of this position are suitable for situational telework in accordance with Agency policy.
