This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Equal Employment Opportunity (OEEO).

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.
Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level in the Federal service or equivalent to the GS-14 grade level in the private sector supervising or leading a team in establishing, maintaining, evaluating, and coordinating an agency-wide equal employment opportunity program and oversight for diversity programs in accordance with applicable Federal statutes, directives, and regulations.
Examples include: must meet five out of the following six: oversees a formal EEO complaint program; supervises the preparation of required Agency reports to oversight bodies such as Equal Employment Opportunity Commission (EEOC) and OPM [these reports include No FEAR Act, EEOC MD-715 Report, Federal Equal Employment Opportunity Statistical Report of Discrimination Complaints (EEOC Form 462 report)]; develops EEO policy and procedures to implement agency-wide changes required by the EEO laws and Civil Service Reform Act of l978; provides leadership in developing new resources for recruiting minorities, females, and disabled candidates from colleges, universities; recommends changes in programs, policies, and procedures when required to eliminate possible discriminatory practices, institutional barriers or adverse impact; utilizes Alternative Dispute Resolution (ADR) techniques; and/or advisor for affirmative employment programs, initiatives, concepts, training.
Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).
You will receive credit for all qualifying experience, including volunteer experience.

The candidate selected for this position will: Oversee all phases of PBGC's complaint processing program, including the provision of counseling of employees and qualified applicants for employment who believe that they have been discriminated against, the utilization of Alternative Dispute Resolution (ADR) techniques, and the operation of the formal EEO complaint program.
Supervise the agency's decisions on acceptability and dismissal of formal complaints, EEO investigations, and the drafting of the agency's decision on formal complaints; and represent EEO interests in the negotiation of the disposition of formal complaints and appeals.
Provide technical assistance and leadership to the OEEO office, EEO counselors, program managers, supervisors, investigators, union representatives, and others in matters pertaining to EEO.
