Full Job Description

As the Director for Internal Review, this position serves to develop an aggressive and innovative internal review program for the Department of War (DOW) Financial Management and non-Financial Management programs and processes operated by the Defense Finance and Accounting Service (DFAS).

The position is assigned to DFAS Headquarters. One position is available, which may be located at Indianapolis, IN; Cleveland, OH; or Whitehall (Columbus), OH.

This position is in the Senior Executive Service (SES), a small elite group of top government leaders.

SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. This position has a positive education requirement.

To qualify you must meet one of the basic requirements described below: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law.

OR (2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

TECHNICAL QUALIFICATIONS (TQ's): Demonstrated experience in leading an internal auditing and investigative program consistent with professional auditing and investigative standards, policies, and guidance, such as Generally Accepted Government Auditing Standards (GAGAS), Council of Inspectors General on Integrity and Efficiency (CIGIE) guidance, and DoW Auditing and Investigative policies.

Comprehensive knowledge of performance audit, attestation engagement, and investigative regulations, policies and procedures sufficient to provide authoritative strategic and tactical direction and guidance to an agency-wide internal review program.

DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities.

Executives should demonstrate ability to work with internal and external partners to support national security objectives.

This perspective is typically gained through a variety of diverse work experiences.

In accordance with Department of Defense (DoD) Instruction 1300.26 "Operation of the DoD Financial Management Certification Program," this position requires you to obtain an Level 3 Certification under the DoD Financial Management Program as a condition of employment.

If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position.

Failure to become certified within the required timeframe may be grounds for removal. from the position and/or Federal service.

Once certified, the incumbent must obtain the required Continuing Education and Training (CET) units as outlined in DoDI 1300.26.

• Serves as principal advisor to the DFAS Director/Principal Deputy Director in the evaluation of management controls for operational processes, programs, and systems identifying fraud, waste and abuse, mismanagement, and employee misconduct.
• Provides strategic direction of an audit program performing regular and systemic, risk-based audits and attestation engagements of all Agency activities to ensure policies, procedures, and practices address risks and vulnerabilities.
• Establishes comprehensive, risk-based, strategic audit work plans to ensure the Agency’s compliance and effective execution of law, policies/procedures, and reporting of DoW financial operations; providing sound resolutions for deficiencies.
• Leads joint audit teams establishing an aggressive, innovative, and effective program for conducting agency and customer-wide reviews for finance and accounting operations for potentially fraudulent or involved alleged/actual illegal acts.
• Collaborates with all levels of DoW, other Federal agencies (e.g., OMB, Government Accountability Office (GAO), General Services Agency (GSA), U.S. Department of the Treasury, Federal Bureau of Investigation (FBI)), and law enforcement agencies.
