Full Job Description
Position administers and implements floodplain management and damage prevention activities in Marion County, including excluded cities and towns. Position is responsible for the supervision of employees and processes related to floodplain management and regulatory compliance, including permitting, inspections, regulatory determinations, enforcement of regulations, and emergency response. Incumbent must ensure the department's floodplain management program adheres to local, state, and federal guidelines. The role will coordinate regularly with the Department of Public Works, the Department of Metropolitan Development, the Marion County Emergency Services Agency, contracted vendors, and internal/external partners. This position requires a high degree of initiative and independent judgment.

Requirements
- Manages floodplain program, including routine regulatory reporting, periodic updates to the community floodplain ordinance, and development of SOPs or policies to support the program’s work.
- Assists the Administrator in oversight of compliance activities (permitting, inspection, and enforcement) for development projects within the Special Flood Hazard Area.
- Ensures compliance with local ordinance and state/federal requirements for development within the floodplain, including collection of elevation and floodproofing certificates for all new or substantially improved structures within the SFHA.
- Serves as the primary subject matter expert, public contact, regulatory contact, and record-keeper for the City-County floodplain management program. Coordinates with adjacent communities to meet state and federal requirements.
- Reviews and reconciles information available through floodplain maps, engineering studies, and FEMA-issued letters of map change. Interprets floodplain boundaries and provide flood hazard and flood protection elevation information. Coordinates map maintenance activities.
- Maintains community floodplain management files, the Flood Insurance Rate Map (FIRM) files, floodplain management program documents, building permits, variances, FEMA map revisions (LOMC’s), elevation certificates, and a Floodplain Management Reference Library for public inspection; responds to requests for information.
- Develops and provides educational materials related to flood risk & resilience, as well as floodplain management.
- Explains floodplain topics to community leaders, public officials, people living in flood-prone areas, and the general public. Works with realtors, insurance agents, and mortgage lenders to provide information about flood risk and damage repair.
- Makes interpretive determinations and provides information, testimony, or other evidence as needed during flood-related hearings.

Qualifications
Bachelor’s degree in public affairs, natural resources, environmental science, or related field with at least two years of management experience or demonstrated progressive responsibility required. Relevant experience may be substituted for education on a year-for-year basis. Strong analytic, organizational, and time management skills are required. Demonstrated ability to work independently while managing projects in coordination with internal and external stakeholders is required. Must be able to establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, and citizens. Must have strong public speaking and written communication skills. Proficiency in the use of Microsoft Office, SharePoint, databases, GIS, and standard office equipment is required.

Working ConditionsWorking conditions typically include a standard office setting, with the potential for occasional offsite meetings. Field work in an outdoor environment will occur at regular but infrequent intervals in relation to training staff, performing inspections, and/or in relation to emergency response activities.
