Full Job Description

Defense Human Resource Agency's mission is to provide program support, information management, and administrative services to the DoW Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoW.

This is a Tier II SES level position.

EXECUTIVE CORE QUALIFICATIONS (ECQs) and TECHNICAL QUALIFICATIONS (TQs): There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

However, to meet the minimum qualification requirements for this position, you must show that you possess the ECQS and TQS within your resume - NOT TO EXCEED 2 PAGES.

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2 - Driving Efficiency: This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3 - Merit and Competence: This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4 - Leading People: This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5 - Achieving Results: This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

TECHNICAL QUALIFICATIONS (TQs): 1.

Proven ability to influence senior decision-makers, lead executive teams to consensus, and drive results-focused outcomes while building effective interagency and joint partnerships within DoW and across the Federal Government.

Demonstrated ability to apply federal statistical standards and regulations to direct survey and research data collection, processing, and reporting, converting requirements into policy and operational controls while achieving major program objectives through advanced analytics, performance metrics, and process-optimization methods.

DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective.

This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required.

Executives must demonstrate the ability to work with internal and external partners to support national security objectives.

This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be within the resume. Major Duties:

The incumbent is responsible for organizing, directing, and managing DPAC's worldwide workforce during mission execution.

Incumbent has oversight and management responsibility of all DPAC staff matters to ensure coordination, continuity and conformity of execution in accordance with established goals and objectives while fostering an environment where innovation and positive change are recognized and supported.

This includes, but is not limited to, the following responsibilities: - Provides oversight and management of all policy administration and program formulation/execution within the DPAC.

The incumbent is responsible for the execution and has full managerial authority for organizing and directing all activities across the DPAC and has the full range of supervisory responsibilities necessary for functional oversight and administrative and fiscal management.

- Plans, coordinates, manages and evaluates special projects assigned by the Director, DHRA.

These programs and projects typically are very complex and require expert knowledge of the full range of policies and procedures.

The incumbent is responsible for the standards, directives and instructions governing the execution of the programs resulting from these projects.

The incumbent must establish and direct the effort of high- level DoW-wide working groups, gain the cooperation of DoW Components, and gain the support of such outside organizations as OPM, OMB, GAO, the Department of State, the Congress, and labor organizations.

The incumbent is responsible for the standards, directives and instructions governing the execution of the programs resulting from these projects.

- Leads the development of a collaborative, service oriented and client centric culture through maintaining a keen focus on building client relationships, enhancing knowledge centered support, developing talent, ensuring ownership and accountability, and adopting best practice processes and systems to achieve operational excellence.

This service to satisfaction, focused environment encompasses all business functions necessary to determine service requirements, secure necessary funding, establish service agreements, and execute contracts with external vendors.

- Develops both operational strategies and requirements centric services and support to achieve enterprise mission outcomes to achieve complete compliance with applicable laws, regulations and policies.

- Manages daily operations and service delivery and/or oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget, contracts and technical execution of enterprise requirements.

- Develops the plans, action, and milestones for developing policy and programs to implement major initiatives in any financial, contracts, mission support and technical solutions.

- Represents DoW in contacts with appropriate segments of the Legislative, Executive, and Judicial Branches of the Federal Govern professional, special interest and public citizens groups; and the media (in coordination with the OASD (Public Affairs) staff) on civilian personnel and equal opportunity matters.

Maintains liaison and direct day to day relationships with OPM, OMB, GAO, Committees of both Houses of Congress in coordination with the ASD (Legislative Affairs staff, professional associations and supervisory organizations.

Works closely with top-level representatives of the military departments and Defense agencies and the Office of other Deputy Assistant Secretaries of War.

Represents DoW on various inter-governmental boards and committees.

- Exchanges information and advice and coordinates actions with DoW Components, as required, to carry out assigned responsibilities and functions; uses established facilities and services in DoW and other Government Agencies, whenever practicable, to achieve maximum efficiency and economy and nongovernmental agencies, as required, to carry out assigned responsibilities and functions.

- Encourages shared leadership among the DPAC staff based on technical skills and expertise.

Pursues development of policies and practices that endorse and facilitate consistent communication and participation throughout the DPAC staff.

- Exercises executive level direction over all aspects of program development, testing, marketing, training, implementation and service delivery.

- Identifies and pursues new concepts, new applications, and innovations that can be effectively, economically, and seamlessly incorporated into applicable programs.

Analyze, study, and assess a wide variety of management and operability issues driven by DoW and Component operational and system considerations.

- Provides interpretation of necessary regulations and directives relating to program development, implementation, and management.

Assure effective implementation of these policies through extensive evaluation and direct management.
