Summary

This job involves leading the planning and execution of large-scale building projects for the District of Columbia Courts, while overseeing the maintenance and security of all court facilities to keep them running smoothly and safely.

Key Requirements

  • Bachelor's degree in construction management, engineering, architecture, planning, public/business administration, facilities management, or related field (advanced degree preferred)
  • Minimum 10 years of progressively responsible experience in capital projects, design, planning, project management, and facilities management
  • At least 6 years supporting government projects with substantial management responsibility
  • Evidence of senior executive-level leadership and management capability related to Court Executive Service Core Qualifications (CESCQ)
  • Senior-level construction management and technical experience at a high level of difficulty, typically at GS/JS-15 or equivalent
  • Preferred certifications such as Certified Construction Manager (CCM), Project Management Professional (PMP), or similar
  • Ability to be on-call 24/7 and supervise staff, including performance management

Full Job Description

The Director of Capital Projects and Facilities Management (CPFM) serves at the pleasure and works under the general supervision of the Deputy Executive Officer.

The incumbent has responsibility for the planning and implementation of multi-million dollar capital projects for the Courts and managing the District of Columbia Courts facilities and buildings portfolio.

Minimum Qualifications: A Bachelor's degree from an accredited college or university in construction management, engineering, architecture, planning, public or business administration, facilities management or a related field; an advanced degree in the above subjects or related fields is preferred.

A minimum of ten (10) years of progressively responsible experience in capital projects, design, planning, project management, and facilities management, with at least six (6) years supporting government projects in roles involving substantial management responsibility.

Specialized training and/or applicable certifications preferred, including Certified Construction Management (CCM), and/or Project management training and/or PMP or similar certification in a related profession.

To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed below and the duties associated with this position.

Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector.

Candidates must possess senior level construction management and technical experience.

Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and technical, as well as program knowledge, skills, and abilities outlines under the five CESCQ.

Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant.

The incumbent should be an enthusiastic and engaged professional who enjoys working with a diverse group of Court personnel and customers and lives the DC Courts' values of Accountability, Excellence, Fairness, Integrity, Respect, and Transparency.

Major Duties:

Directly responsible for the planning, organizing, coordinating and executing the Courts' capital projects.

Serves as the principal advisor to the Deputy Executive Officer on all facets of the Courts' capital projects program that include managing the design, engineering, maintenance and repair, construction services, as well as responsibility for all related administrative activities.

Manages the team, including staff and contractors responsible for, assessing the current condition of electrical, air conditioning, plumbing and other essential facilities and equipment, while ensuring that all equipment and other facilities are working properly.

Assembles, reviews, prepares and analyzes budget material for annual division operating budget and capital budget justifications and cost estimates.

Identifies areas in which operating and capital funding costs can be utilized through the more efficient use of resources.

Manages staff and resources to better secure the Courts' buildings/facilities, thereby proactively mitigating these facilities from the risks of fire, flood, and other hazards.

Performs all responsibility of a Division Director including staff supervision, performance management and participation in meetings. Incumbent could be on-call 24 hours a day, 7 days a week
