In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future career service Capital Project Manager III openings within the Parks Division or throughout the Department of Natural Resources & Parks (DNRP) over the next six months.

About the Role: The Capital Project Manager III (CPM III) is the third level in the four-tier Capital Project Manager classification series and is responsible for delivering projects of varying complexity and risk from initial planning through closeout.
In addition to core project management responsibilities, CPM IIIs may provide expert level guidance in specialized areas such as architecture, engineering, landscape architecture, planning, or construction management.
As a CPM III, you may independently manage projects and multidisciplinary teams, support large and complex capital efforts, serve as a technical specialist within a project team, and/or oversee capital programs and their associated budgets.

About the Team: The Capital Improvement Program (CIP) section provides strategic direction, oversight, and delivery of capital projects.
It includes planning, designing, developing, and constructing Parks’ capital portfolio of projects and programs, performing comprehensive capital project management of major repair/renovation projects system wide, regional trail development, and other new capital improvements within the park and open space system while also collecting, managing, and stewarding the asset data within the County’s 32,000-acre system of parks and trails.
The CIP Section consists of five units with different focus areas; however, projects of all types are routinely performed by each unit as necessary and these positions could potentially support any of these units.
Capital Planning: Project Managers in this unit, typically but not exclusively, manage the planning phase of capital projects including developing comprehensive park management plans, conducting land use analysis for legal and physical site feasibility for new capital projects or site redevelopment, leading project environmental compliance including researching and evaluating environmental data to determine compliance with local, state, and federal regulations and issuing project SEPA determinations, reviewing complex technical documents to assess project impacts, providing expert level technical support for projects, providing policy and code analysis, managing the review and coordination of other agency projects proposed on King County Parks property, identifying project property needs, rights, and restrictions, planning and identifying future system needs, and more.
Facilities and Asset Management: Project managers in this unit are often, but not exclusively, licensed architects, engineers, landscape architects, project management professionals, and facility and asset management specialists who manage design and construction phases of small to extra-large facility major maintenance and new construction related projects that are designed in-house or using A/E Professional Consultant contracts and constructed utilizing advertised construction contracts.
Project types include play areas, aquatic centers, picnic shelters, restrooms, community centers, trailheads, operations and maintenance shops, remediation and mitigation monitoring projects, and major improvements (energy efficiency, infrastructure, ADA) and more.
Construction Management: Project Managers in this unit typically, but not exclusively, manage the construction phase of large and complex projects with advertised construction contracts, such as the Eastrail Wilburton Trestle, Lake to Sound Trail, and Trailhead Parking Areas as well as the in-house program for construction of small projects by King County Parks crews.
Regional Trails: Project Managers in this unit typically, but not exclusively, are licensed landscape architects or Engineers who manage the design phase of complex multi-phase and multi-jurisdictional regional trail projects with A/E Professional Consultant contracts including projects such as improvements to segments of Eastrail corridor, Lake to Sound Trail, Soos Creek Trail and others.
Engineering: Project Managers in this unit, typically but not exclusively, are licensed Professional Engineers or Engineers in Training who manage the planning, design, construction, and closeout phases of medium to large projects that are major maintenance and new construction related projects designed in-house or using A/E Professional Consultant contracts and constructed utilizing advertised construction contracts.
Project types include fish passage improvements, demolition, synthetic ballfield turf replacement, ballfield and sport court rehabilitation, stormwater and drainage rehabilitation, regional trail repairs and asset improvements, bridge and trestle repairs and rehabilitation, infrastructure rehabilitation, emergent and emergency response, park and trail standards, other agency and special use permit reviews, and more.

What You Will Be Doing:
Plan, prepare, develop, and coordinate the preparation, review and approval of A/E Professional Consultant design contracts through all phases of the capital project, planning, preliminary design, final design, construction, and closeout.
Plan, prepare, develop, and coordinate advertised construction contracts using WSDOT and CSI specifications (e.g., contract negotiations, change orders, payment applications).
Provide technical expertise related to major maintenance and compliance inspection programs. Some positions may be limited to providing expert level technical expertise during this process.
Act as a technical expert in area of expertise for multiple programs and projects, including providing design approval on projects designed in-house and/or ensuring project compliance with various federal, state, and local laws and regulations (e.g., SEPA, King County Land Use Code).
Provide technical expertise and guidance in the evaluation and analysis of complex, sensitive and political issues. Make presentations to Parks’ leadership on these issues.
Provide review or be responsible for the technical quality assurance of project specifications and drawings as well as preparation of cost estimates, project schedules, and deliverables required for individual projects.
Review complex technical drawings, reports, and assessments from various disciplines.

Physical Requirements: This position requires that individuals visit a variety of project sites including those in pre-design and/or construction phases.
This requires the ability to travel to remote work locations with limited or no public transportation services and requires the ability to traverse rough terrain or construction sites which generally include uneven surfaces.

Work Location: The CIP team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104, and project sites on Parks properties throughout King County.
King County has a robust collection of tools and resources to support working remotely.

Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Work Schedule: This full-time position works a 40-hour work week, with Occasional evening and weekend work required for public meetings (virtual or in-person) and construction site activities.
This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
