Full Job Description

Are you interested in leading the Bureau of Administration's financial and administrative operations? If so, consider joining the Department of Drug & Alcohol Programs where you will serve as the Chief Financial Officer. As part of the department's Executive team, you will oversee the development and management of the department's budget; direct grant and contract administration; ensure compliance with federal substance use prevention, treatment, and recovery block grant requirements; as well as implement administrative policies that support bureau operations and departmental policies. Be a strategic leader who ensures every dollar, contract, and decision fuels effective substance use and gambling disorders for all Pennsylvanians!

Requirements

In this role, you will oversee the Bureau of Administration, directing fiscal management, procurement, contracting, and administrative operations.

Work involves advising executive leadership on financial and administrative matters, including managing budgets, grants, and contracts, ensuring compliance with state and federal regulations.

This position requires strong leadership and critical thinking to ensure effective statewide substance use and gambling disorder services.

You will also be responsible for overseeing the development, execution, and monitoring of state and federal budgets, as well as directing all contracting and funding distribution to grantees and operational partners.

As Director, you will have the opportunity to:

  • Manage audits, policy implementation, and regulatory compliance
  • Coordinate administrative functions, including human resources, IT, and telecommunications
  • Integrate Bureau operations to support departmental initiatives and performance
  • Collaborate with the Secretary, Deputy Secretary, and Executive staff

Work Schedule and Additional Information:

  • Full-time employment
  • Free parking
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of professional budgeting or fiscal management experience that includes three years in a supervisory capacity, and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes three years of professional supervisory budgeting or fiscal management experience.


Additional Requirements:

  • You must possess a minimum of 2 years of experience and increasing responsibility in at least one or more of the following areas:
    • Developing fiscal and procurement processes, policies and procedures, and monitoring plans for business units
    • Supervising staff responsible for fiscal management and procurement processes to achieve agency outcomes
  • You must be able to perform essential job functions.


Preferred Qualifications (not required):

  • Masters Degree in Business Administration, Public Health Administration or a related field
