DHHS Division Financial Services Director

If you answered yes to these questions, the Division of Finance & Administration (DFA) invites you to apply for the position of DHHS Division Financial Services Director .

This position will serve as the main fiscal officer supporting the Utah State Developmental Center (USDC) and may support other areas within the DHHS.

Join a high-performing fiscal team where you'll play a key role in managing significant budgetary resources and utilizing diverse disbursement systems to support critical operations.

Lead, mentor, and motivate team members to achieve department goals.This position will provide crucial financial leadership, oversight, coordination, and direction for both the DFA and the USDC.


You'll need a strong grasp of government accounting principles, GAAP, forecasting, data analysis and the State of Utah's budgeting and financial processes.

We're looking for a self-motivated, highly organized, and detail-oriented individual who can quickly learn and use technology to perform complex financial analysis.

Requirements

  • Serve as a key fiscal leader, working collaboratively with fiscal and program staff to provide comprehensive fiscal support to the USDC, or other divisions, which involves significant budgetary responsibilities including managing multiple critical financial functions, including financial processing, forecasting, reporting, and budget coordination.

  • Collaborate closely with division and program leaders and other stakeholders, offering clear financial direction and strategic guidance, thorough analysis, and effective coordination across a wide variety of funding sources.

  • Lead, mentor, and guide subordinate personnel in their performance, coordination, and understanding of departmental budgetary, fiscal, and financial procedures. This includes responsibilities for hiring, performance management, and addressing performance issues.

  • Drive process improvement initiatives to enhance efficiency and effectiveness within the fiscal operations.

  • Demonstrate a strong understanding of and ensure proper performance related to federal revenue management, budgetary compliance, revenue agreements, and other relevant financial and budgetary expectations.

  • Collaborate with department and division staff to gather financial data and ensure the accuracy of legislative requests, and fiscal note submissions.

Qualifications

  • Demonstrated ability to provide financial leadership and work effectively within a complex organizational structure.

  • Proven ability to lead and manage staff effectively.

  • Proficiency in relevant financial software and systems.

  • Experience in working with internal auditors, state auditors, and federal auditors.

  • Educational background in health care administration or related field.

  • Experience with managing a variety of government funding sources.

  • Experience managing multiple projects and requests simultaneously.

  • Experience working with capital project budgets and accounting.

  • Strong analytical, problem-solving, leadership, and decision-making skills.

  • Excellent communication, interpersonal, and presentation skills.

  • Experience in financial forecasting and analyzing large datasets related to funding allocation and financial performance.

  • Working experience in accounting, economics, business or related fields.
