Job Description

Summary

This role involves leading and overseeing daily operations for Navy installations in Hawaii, such as airfields, ports, security, emergency services, and training programs, while developing and updating policies to support mission goals.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in federal, private, or public sector
  • Professional knowledge of business and public administration principles, with understanding of Navy shore and fleet operations
  • Experience providing leadership and management for operations programs including airfield and port operations, force protection, fire and emergency services, safety, training, exercises, and emergency management
  • Demonstrated ability to consult and coordinate with installation Commanding Officers, major claimants, region coordinators, and Fleet/Numbered Fleet staffs to meet mission requirements
  • Skill in initiating new policies or modifying existing ones for regional operations programs
  • Ability to make decisions on policy issues and conflicting regulations
  • Experience reviewing and evaluating higher-level policy directives for regional applicability

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1.

Policy Development and Implementation: Requires professional knowledge of the principles, methods, and techniques of business administration and public administration, with a good working knowledge of Navy shore and fleet operations.

Program Management: Requires experience with providing leadership, direction, management, productivity, and cost effectiveness of Region Operations programs, to include Airfield Operations, Port Operations, Force Protection, Fire and Emergency Services, Safety, Operational Training and Exercises, Emergency Management, the Region Operations Center functions and programs.

3.Consult and coordinate:-Demonstrated experience of working with installation Commanding Officers, major claimants, region coordinators, and Fleet and Numbered staffs to coordinate region mission capabilities to meet operational and mission requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will initiate new regional policy or modifications to existing policy for the varied operations programs.
  • You will make decisions on problems involving policy and conflicting regulations.
  • You will review policy directives from higher authority and evaluates them for changes required for regional operations.
  • You will manage the business lines within the Operations Directorate to ensure effective resourcing, staffing and processes.
