This position is in the Senior Executive Service, a small elite group of top government leaders.

SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.

As an executive you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Comprehensive knowledge of principles, processes, operations, objectives, programs, performance measurements and system related to storage, distribution, warehouse management, transportation, and supply chain management.

TQ 2: Ability to develop, interpret, and implement broad and complex concepts, policies, and programs impacting on overall DoW storage and distribution management and to direct strategic planning, programming, budgeting, marketing, and execution of long-range distribution programs.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

See "Required Documents" section for additional information. Major Duties:

The Deputy Commander, DLA Distribution constantly reviews and evaluates DLA Distribution operations, assessing program status, milestone reports, higher level program reviews, and Agency recommendations concerning cost management and operations.

The incumbent scrutinizes DLA Distribution programs to establish objectives, reassess goals, and determine needs for changes in program orientation as well as identifying impediments and solutions to successfully accomplishing the DLA Distribution mission.

Specifically: The incumbent is the primary DLA Distribution mission manager, advisor to the Commander, and technical authority on all matters pertaining to distribution management.

Directs DLA Distribution strategic planning, programming, budgeting, marketing, and execution of the long-range distribution programs to assure the DLA Distribution organizational capability to meet changing missions and evolving environments.

Management of the multiple functions, overseeing operations of the individual distribution centers and staff offices requires the incumbent to identify the resources needed to achieve DLA / DLA Distribution mission objectives, perform and support mission functions, coordinate diverse DLA Distribution functional elements, and apply sound business practices to optimize support to the military services and other customers.

The incumbent meets and deals with other Agency executives (flag and general officers and SES), executive level governance boards, headquarters staff personnel, members of Congress, high level executives and GO/FO's of other DoW components, senior level military customers, and presidents or CEOs of firms doing business with or seeking to do business with DLA Distribution.

Contacts take the form of formal and informal meetings, appointments, site visits, briefings, conferences, written reports or telephone calls.

Contacts involve conducting negotiations and representing DLA Distribution and DLA to external organizations and officials concerning operational problems, budget allocations, technical elements of distribution management, needed legislation, etc.

Identifies and solves problems speaking with full command authority in all cases.

Represents and articulates the unique DLA Distribution organization, philosophy, and structure to key Congressional officials, DOW, DLA, the media and the Military services.

Continually monitors DLA Distribution operations to identify, develop, and refine broad based business and logistical strategies to improve the overall operational effectiveness and efficiency of the entire organization.

Directs and coordinates actions for the implementation of such initiatives throughout the DLA Distribution and the distribution centers.

Oversees the performance of the distribution network, providing programmatic and technical direction to distribution center leadership.

Assesses strengths and weaknesses of technical and financial performance and assures the development of corrective action plans to improve mission performance. Performs other duties as assigned.
