Deputy Chief Review Judge – Commissioner’s Review Office (CRO)

The Employment Security Department (ESD) is seeking a seasoned legal professional and thoughtful leader to serve as the Deputy Chief Review Judge within the Commissioner’s Review Office

The Deputy Chief Review Judge supports the Chief Review Judge in overseeing the agency’s final-level administrative review of Unemployment Insurance (UI), Paid Family & Medical Leave (PFML), and WA Cares Fund cases.

This role ensures that decisions are issued independently, impartially, and in compliance with state and federal requirements—helping ensure that benefits are properly paid and taxes properly assessed.

You will manage an active caseload of complex appeals, issue Commissioner Decisions under your own signature, and help guide the legal direction of the division.

You will also play a key role in budget development, strategic planning, rulemaking, and the selection of precedential decisions that shape statewide adjudication.

Requirements

As the Deputy Chief Review Judge, you will provide legal, operational, and leadership support for the Commissioner’s Review Office.

You will train and mentor Review Judges, evaluate legal decisions, and ensure the quality, consistency, and timeliness of the agency’s appellate work.

You will collaborate closely with internal and external partners—including the Office of Administrative Hearings, the Attorney General’s Office, and ESD program divisions—to resolve issues, improve processes, and uphold the integrity of the adjudicative system.

You will also act for the Chief Review Judge when delegated, overseeing daily case intake, correspondence review, workload assignment, and other operational responsibilities.

Some of what you will do:

  • Review and issue Commissioner Decisions on complex UI, PFML, and WA Cares Fund cases, including analysis of evidence, legal issues, and administrative law judge decisions
  • Train, mentor, and provide daily consultation to Review Judges; conduct ongoing legal writing and analysis training
  • Assist in developing and monitoring the annual UI and PFML division budget
  • Evaluate AAG closing statements and provide recommendations on appeals, remands, and settlements
  • Collaborate with internal and external stakeholders, including participation in rulemaking and legislative discussions
  • Serve as Acting Chief Review Judge when delegated, including case sorting, correspondence review, and workload assignment
  • Develop and manage the case management system for assigning work to Review Judges
  • Participate in the annual selection of precedential Commissioner Decisions that guide statewide adjudication
  • Recommend personnel actions for Review Judges and legal support staff
  • Maintain active WSBA licensure and required continuing legal education
  • Perform final agency review of Commissioner Decisions and ensure timely, impartial issuance of decisions

Qualifications

Required:

Four (4) years experience in administrative law, including:

  • Reviewing complex case records, transcripts, and evidentiary materials.
  • Conducting legal research and applying statutes, regulations, and case law.
  • Drafting formal legal decisions, findings of fact, and conclusions of law AND
  • Juris Doctor (JD) degree from an accredited law school AND
  • Membership in good standing with the Washington State Bar Association.

Preferred/Desired Education, Experience, and Competencies:

  • Demonstrated ability to independently issue legally sound administrative decisions that are subject to judicial review.
  • Experience evaluating the work of administrative law judges or similar adjudicators, including assessing legal reasoning, evidentiary rulings, and procedural compliance.
  • Ability to analyze complex factual records, weigh evidence, and determine where the preponderance of evidence lies
  • Experience providing legal training, mentoring, or professional development to attorneys, judges, or adjudicators
  • Strong skills in legal writing, legal analysis, and interpretation of statutes and regulations.
  • Experience collaborating with internal and external stakeholders such as administrative hearing offices, attorneys general, program divisions, or regulatory bodies
Ability to serve as Acting Chief Review Judge when delegated, including daily case sorting, correspondence review, and workload assignment.
