The Clinical Contact Center Modernization (CCCM) delivers enhanced access to virtual care and services, maximizes first contact resolution for Veterans, supports positive health outcomes in the continuum of care.
The incumbent is accountable for scheduling and administration, 24 hours a day, seven days a week, including holidays.
The incumbent will serve a major role in clinic access, data validation, quality assurance and the implementation of national directives and policies To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: coordinating the administrative functions of a program or section/office; planning, coordinating, and executing business functions; managing budgets and financial documents; reviewing processes and procedures to ensure compliance with requirements/standards; and overseeing or acting as a mentor for employees/co-workers.
OR Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR Combination: Applicants may also combine education and experience to qualify at this level.
You must have an combination of specialized experience and education beyond 1 full year of graduate level education.

Please note that this is a fully remote position however you will be required to live within 50 miles of a VISN 22 facility.
Major duties and responsibilities will include: The main duty of this position is to plan and implement projects to improve the efficiency and productivity of the scheduling and administrative divisions of the Clinical Contact Center.
The incumbent will play a major role in clinic access, data validation, quality assurance, and the education of national directives and policies.
The employee identifies, analyzes, and makes recommendations to manage, resolve problems and situations in workflow, work distribution, staffing, performance appraisal, organizational structure, and/or scheduling administration.
The incumbent develops, implements, monitors, and adjusts plans to cost-effectively accomplish the mission within budgetary constraints.
The Deputy Chief Officer will be accountable for program effectiveness at the operating level.
Work may also involve developing detailed procedures and guidelines to supplement established administrative regulations or program guidance.
Incumbent will evaluate, advise, and execute process improvements of organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, processes, and documentation.
The Deputy Chief establishes and maintains necessary controls for effective resource management The employee serves as the subject matter expert providing high level operational oversight and expertise.
