Job Overview

Under the direction of the Division Chief, the Deputy Chief provides strategic, operational, and managerial leadership for the Employee Training & Development (ET&D) Division and the Computer Training Center (CTC) within the Baltimore County Office of Human Resources (OHR).

This position serves as the second-in-command to the Division Chief, ensuring continuity of leadership, effective program oversight, and the seamless delivery of countywide training and workforce development initiatives.

Examples of Essential Duties

The Deputy Chief plays a critical role in assessing countywide training needs, identifying skill gaps, and developing strategic learning initiatives that enhance employee performance and organizational effectiveness.

All training programs are aligned with Baltimore County’s strategic priorities and designed to modernize and strengthen workforce competencies.

Leadership & Supervision

  • Provide direct supervision to training staff, including assigning and reviewing work, managing schedules and leave, delivering coaching and guidance, conducting performance evaluations, supporting professional development, and addressing disciplinary matters as needed.
  • Assist in coordinating and facilitating weekly division staff meetings and monthly one-on-one meetings to ensure alignment, accountability, and effective communication.
  • Serve as acting Division Chief when required, representing the division in meetings, personnel actions, and strategic initiatives.

Training Operations & Program Management

  • Oversee the full lifecycle of course operations, including scheduling, modifying, canceling, and assigning instructors.
  • Supervise Learning Administration functions and ensure the quality, consistency, and relevance of all training materials and course content.
  • Deliver instruction as needed and manage end-user training initiatives, incorporating participant feedback to support continuous improvement.
  • Oversee the development, design, and quality assurance of all Computer Training Center (CTC) course offerings.

Vendor & Budget Management

  • Serve as the primary point of contact for all CTC vendors, managing vendor relationships, solicitations, RFP/RFB processes, contract compliance, scheduling coordination, instructor approvals, performance monitoring, issue resolution, and invoice processing.
  • Manage the CTC budget in accordance with the approved fiscal year allocation and ensure all procurement activities comply with County policies and procedures.

Countywide Training & Partnerships

  • Oversee countywide compliance training initiatives, including security awareness and other mandated programs.
  • Administer and manage enterprise training programs, including Workday training and the county’s Educational Assistance Program.
  • Serve as liaison between the Office of Human Resources (OHR) and the Office of Information Technology (OIT) on all initiatives requiring end-user training.
  • Partner with OHR leadership to develop, implement, and interpret policies and procedures impacting County employees.

Additional Responsibilities

  • Perform other duties as assigned to support the mission and objectives of the Employee Training & Development Division and the Computer Training Center.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, or psychology
plus
four years' professional experience in human resources administration.

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA). If a strong candidate (as determined by the Department Head and Director of Human Resources) does not have a current HR certification, but does possess a Human Resources degree, they may still be considered with the understanding that an HR certification must be obtained within 6 months.

Knowledge, Skills, and Abilities
  • Comprehensive knowledge of the principles and practices of personnel administration, workforce development, and public-sector human resources operations.
  • Strong understanding of adult learning theory and training program administration, with demonstrated ability to design, implement, and evaluate effective learning initiatives.
  • Proven ability to supervise, mentor, and develop both professional and support staff.
  • Excellent verbal and written communication skills, with the ability to present complex information clearly and professionally to diverse audiences, including executive leadership, managers, and frontline employees.
  • Skilled in utilizing a variety of instructional methods and learning platforms.
  • Strong analytical and strategic thinking skills, including the ability to assess organizational training needs, evaluate performance data, develop targeted solutions, and make sound, data-driven decisions aligned with organizational goals.
  • Advanced proficiency in data analysis and reporting, including the use of spreadsheets, and data visualization tools. Demonstrated ability to prepare operational and executive-level reports, develop policies and procedures, and collaborate effectively across departments and agencies.
  • Demonstrated technical proficiency with personal computers and enterprise software platforms, including Windows 11; Microsoft Office 365 and Office 2024 (Word, Excel, PowerPoint, Outlook); Cisco Webex Meetings and Jabber; Adobe Acrobat Pro; Visio; Project; SharePoint; Articulate 360, and Workday (preferred).
