Full Job Description

The Liaison will be responsible for assisting with the daily functions of the HIV Administrative Agency including being responsible for the coordination and execution of key elements of the Texas HIV Medication Program (THMP), which includes working with AIDS Drug Assistance Program (ADAP) Enrollment Workers (AEW), Case Managers, and any other subrecipient staff working with THMP applications.

The Liaison partners with Ryan White funded agencies to facilitate the THMP application submission process, train AEWs, ensure THMP applications meet quality standards, monitor AEW performance measures, and conduct quality improvement activities.

The Liaison will maintain effective communication with Tarrant County HIV Administrative (HIV AA) staff, Department of State Health Services (DSHS) staff, AEW managers and supervisors, and other relevant stakeholders.

This position is based out of the HIV Administrative Agency (AA) in Tarrant County and requires travel within Tarrant County

  • Develops and maintains Ryan White THMP network of funded and non-funded organizations that assist clients with THMP application assistance and submission. 
  • Ensures THMP applications are correctly submitted through required data systems. Provides training and technical assistance as needed to improve timeliness and completeness of applications. 
  • Assesses training needs of AEWs and other staff completing THMP applications in Tarrant County HSDA. Develops reports including training plans to meet identified needs. Conducts compliance activities to ensure the accurate completion and submission of THMP applications.
  • Provides oversight of ADAP Enrollment Workers to ensure established performance measures are met. Conducts quality assurance activities when performance measures are not met. Conducts onsite visits two to four times a year.
  • Develops and maintains a cooperative working relationship with AEW supervisors and managers. Ensures AEWs have sufficient support to carry out required responsibilities.
  • Ensures AEW responsibilities are being implemented and maintained in compliance with Department of State Health Services (DSHS) standards and HSDA standards, including participation in monitoring site visits.
  • Monitors and reports on performance measures. Submits required reports accurately and in a timely manner.
  • Attends Medication Advisory Committee (MAC) meetings and THMP required meetings and trainings as required. Attends required trainings to develop relevant knowledge and skills.
  • Develops and maintains a relationship with DSHS Texas HIV Medication Program Regional Coordinator to enable an exchange of information.
  • Performs other duties as assigned.

Qualifications

Minimum Requirements:

  • Bachelor’s degree required, preferably in social work, management, public administration, or a public health related field 
  • Two (2) years of experience in eligibility, training, technical assistance


Preferred Requirements:

  • Experience working in the HIV field



Additional Information

While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
