Full Job Description

This position is located in OED, Human Capital Management Office (HCMO).

HCMO/OED is responsible for human resources, including honors program recruitment, attorney/non-attorney hiring, benefits, retirement, workers compensation, SES hiring, advice & guidance to managers on conduct, performance & discipline problems, position classification, labor relations, administration of performance management, payroll, electronic time & attendance coordination, training & personnel security.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

MTQ 1: Human Capital Management: Experience leading a human capital management program for an independent agency or leading a major human capital operational component of a large, complex, multi-layered agency or department, which covers the full spectrum of leadership responsibilities for multiple federal human capital programs, including at least three of the following areas: staffing and classification; employee and labor relations; performance management and recognition; compensation and benefits; telework and work-life programs; human capital information systems; policy and accountability; and/or strategic human capital planning.

MTQ 2: Customer Service and Service Delivery: Experience in creating, managing, and implementing organizational plans and goals that focus on improving customer relations and service delivery within the context of an operational environment, to include conducting organizational skills assessments, and developing and implementing change and succession and workforce planning strategies.

Understands the customers' business and their people and identifies and engages stakeholders. Must be proactive and future oriented to anticipate HC related needs.

Should be familiar and have high working knowledge of Artificial Intelligence (AI).

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture.

This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a current career member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.

Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Major Duties:

The incumbent, as Deputy Chief Human Capital Officer (DCHCO), serves as an advisor to top agency executives and senior agency managers on the impact of policies, proposals, and decisions on strategic management of human capital, quality control, audit readiness, recruitment and staffing, employee benefits and work life, labor and employee relations, succession and workforce planning, executive resources, position classification, and career development.

Possesses broad and deep federal human capital technical expertise.

Demonstrates a multi-discipline understanding of human capital and how it supports the mission, goals, and work environment of the FTC.

Plans, directs, administers, technical advice, assistance, and guidance to agency bureaus, offices, and regions.

Alongside the Chief Human Capital Officer (CHCO), the incumbent provides expert guidance and leadership in all federal human capital areas such as staffing, recruitment and position classification; policy and accountability; employee and labor relations; employee development and training; personnel security; and human resources information systems.

Serves as a key advisor to the CHCO in aligning the agency's human resources policies and programs with organization mission, strategic goals, and performance outcomes.

Manages the formulation, development and implementation of human capital strategy, accountability, privacy, and customer service policies, procedures, and other matters.

Other major duties include, but are not limited to: Provides leadership and oversight to ensure the FTC meets relevant Federal government statutory, regulatory, and policy requirements governing human capital management, continuing education, recruitment programs, and accountability programs.

Serves as the technical authority on the principles, practices, and policies associated with human resources management and administration sufficient to provide guidance and leadership in carrying out program operations.

Expert knowledge of Title 5, including the interrelationships of other Excepted Service programs as they relate to Title 5, to ensure subordinate staff apply applicable federal laws and regulations in an accurate, efficient, and effective manner.

Builds partnerships and collaborates with agency stakeholders to include the Office of the General Counsel, Office of Equal Employment Opportunity, Office of the Inspector General, agency leaders and supervisors, labor unions, and other outside entities on issues involving human capital management.

Assesses workforce characteristics and future needs based on the agency's mission and strategic plan to formulate and implement data-driven human resources strategy, to include setting long and short-term goals, determining actions to achieve the goals, and mobilizing resources to execute the actions.

Develops and advocates for a culture of continuous learning to attract and retain employees with superior abilities.

Identifies best practices and performs benchmarking studies with the goal of improving productivity and promoting state-of-the-art or emerging concepts regarding customer experience and the delivery of human resource services.

Exercises a high degree of independence using highly effective and detailed oral and written communication methods and techniques sufficient to provide advice and guidance to executives, managers, and employees throughout the organization.

Has a high working knowledge of Artificial Intelligence (AI) and automation, integrating it with human capital strategies to improve workforce planning, talent acquisition, and employee engagement while ensuring ethical and compliant implementation.

Provides the full range of supervisory responsibilities: developing performance standards that include expectations for efficiency and effectiveness, addressing performance and conduct issues; helping staff understand performance targets and goals; facilitating a culture of performance and customer service excellence; ensuring staff are properly trained for their specific roles; overseeing work to be accomplished by setting priorities, preparing schedules for completion of work, and making decisions on work problems; and approving work schedules and leave requests.

Represents the CHCO at high-level conferences and meetings.

Working with senior executives and officials, plans, sets goals and objectives, provides guidance and broad executive direction on program execution, and evaluates the effectiveness of FTC's human capital programs.

Reviews goals and objectives, and annual program plans to ensure strategic alignment with FTC's and the Chairman's strategic plans.

Provides guidance to FTC's bureaus, offices, and regions in succession planning and workforce analysis.
