Job Description

Summary

This job involves reviewing and processing applications for special liquor licenses for nonprofits, beer festivals, and wine auctions in Michigan, ensuring all documents meet legal standards and communicating with applicants to complete their submissions.

It also includes preparing reports for a commission's review and answering questions from various stakeholders like law enforcement and attorneys.

Key Requirements

  • High school diploma or equivalent education
  • One year of administrative support experience equivalent to Departmental Technician 7-level for the entry position
  • One year of experience at Departmental Technician 8-level or as a technician/paraprofessional for the mid-level role
  • One year of supervisory experience or advanced administrative support at 9-level for the senior position
  • Strong skills in reviewing documents for compliance with laws and rules
  • Ability to communicate effectively via phone, email, and letters with applicants and stakeholders
  • Proficiency in preparing agendas, dockets, and handling inquiries from licensees and government entities

Full Job Description

This position performs all of the steps of the licensing process Special Licenses issued by the Michigan Liquor Control Commission for nonprofit organizations, beer festivals, and wine auction events by reviewing and evaluating entity formation documents, articles of incorporation, lease agreement, or other property documents, surety bonds, premises diagrams, police and local governmental unit approval documents, and other related documents to verify eligibility. Works with applicants to ensure applications are complete and ready for Commission consideration, including phone calls, emails, and letters to applicants to explain the required items for application completeness and compliance with the Liquor Control Code and administrative rules. Prepares consent agendas and dockets for presentation of applications to the Commission for consideration. Handles telephone and email inquiries from licensees, local law enforcement agencies, local units of government and police departments, attorneys, and other interested parties relative to Special License applications and the statutory and rule provisions that apply to Special Licenses.

Requirements

Education

Education typically acquired through completion of high school

Experience

Departmental Technician 7

One year of experience performing administrative support activities equivalent to the 7-level in state service. 

Departmental Technician 8

One year of experience performing administrative support activities equivalent to the 8-level in state service. 

OR 

One year of experience as a technician or paraprofessional equivalent to the entry level in state service. 

Departmental Technician E9

One year of experience as a supervisor of administrative support activities equivalent to the 9-level in state service. 

OR 

One year of experience performing administrative support activities equivalent to the 9-level in state service. 

OR 

Two years of experience as a technician or paraprofessional, including one year of experience equivalent to the intermediate level in state service.

Qualifications

Departmental Technician 7 

Completion of two years of college (60 semester or 90 term credits) may be substituted for the experience requirement. 

Departmental Technician 8 

Possession of a Bachelor’s degree may be substituted for the experience requirement. 

Departmental Technician E9 

Possession of a Bachelor’s degree and one year of job-related experience may be substituted for the experience requirement.
