Job Description

Summary

This role involves leading and coordinating technology projects for the Michigan State Police, from initial planning and meetings with stakeholders to overseeing implementation, testing, and completion while working with vendors and other state teams.

It also includes supporting IT needs by resolving issues, developing policies, and improving processes in a fair and unbiased way.

A good fit would be someone organized with project management experience, comfortable handling complex tech initiatives, and passionate about public service in law enforcement.

Key Requirements

  • Bachelor's degree in any major (or equivalent military experience: high school plus two years at E-6 level or above)
  • Three years of professional experience, including one year equivalent to P11 level in state service
  • Ability to lead projects from initiation to completion, including coordination with DTMB, MSP staff, and vendors
  • Skills in writing project business requirements, testing plans, and training plans
  • Experience in triaging and resolving IT issues, reviewing contracts, and developing policies/procedures
  • Proficiency in leading meetings on change management and process improvements

The Project and System Support Section (PSSS) provides expertise and guidance for research, management, and implementation of technology projects across all areas of the department. This position serves as the project leader, responsible for the coordination of all assigned agency projects or initiatives. This position holds project initiation meetings with department business owners to discuss the project scope and explains the information technology (IT) project process workflow. This position also assists with writing project business requirements, as well as project, testing, and training plans. This position supports the department’s IT needs, activities, and direction. They will triage and resolve issues, review, recommend, and develop policies and procedures, provide research for the evaluation and development of applications and programs, and review contracts, agreements, and reports. This position will also lead meetings involving change management and process improvement initiatives. In addition, they will lead complex projects and work with the Department of Technology, Management and Budget (DTMB), the Michigan State Police (MSP) Headquarters and field staff, and multiple vendors from project initiation to completion. This position is required to perform duties in a bias free manner.

Requirements

Education
Possession of a bachelor's degree in any major.

Experience
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

Qualifications

Departmental Analyst 12 
Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

This position requires passing a pre-employment screening, including passing a drug screen, criminal history background check, and a fingerprint check by the Michigan State Police.
