Summary

This job involves working as a data expert for the U.S.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM Positions, Cyber Security & Related Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Data Scientist and technical expert for the 19th Expeditionary Sustainment Command(ESC) Chief Data Office (CDO).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Additional information about transcripts is in this document. BASIC QUALIFICATIONS:A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position.

The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B.

Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications listed below to be considered: Specialized Experience Statement: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Collecting relevant information from many varied sources and applying a broad range of data analyses, mathematic, statistical, and scientific analysis; 2) Providing modeling techniques to carry out comprehensives studies, analyze data, to perform complex calculations, predictive modeling; 3) Rendering technical, authoritative opinions, informed advice, and comprehensive recommendations to enhance overall information management program operations; AND 4) Experience with data analytic tools such as PowerBI, Tableau, MS Power Automate, and/or MS Power Apps.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date.

Your overseas time served will not reset upon accepting this assignment.

If you have returned from OCONUS within the past 2 years or less, your time previously served in the OCONUS area will be credited to your 5 year overseas rotation upon accepting this assignment.

MILITARY SEPARTEES (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation.

Applications will only be accepted from members of the Armed Forces that indicate they are immediately appointable within 120 days.

5305; or a state of national emergency exists.] Major Duties:

  • Plans and conducts, as project lead, relevant research and analytical studies of Army problems to support critical operational problems and/or decisions.
  • Identifies, develops, and integrates pertinent information, including internal and external sources, through various data collection procedures and technologies, including emerging data science and big data methodologies.
  • Directs and coordinates specific data mining, analysis, advanced modeling, development of mathematical algorithms, and computer program design activities with Department of Defense organizations.
  • Provides programming and the application of advanced operations research, data science, and novel machine learning techniques and algorithms.
  • Provides expert consultation to Command Group, 19th ESC Headquarters (HQ) Staff, and Senior Leaders.
  • Plans work to be accomplished by team members, sets and adjusts priorities, and prepares schedules for completion of work.
