This position is located the Office of Data and Analytics, Richland County.
Are you the One? We are looking for a
Data Governance Specialist, who will serve as a subject matter expert on SCDHHS enterprise-wide data, and supports the development and implementation of the agency’s data and analytics strategy by advancing accessible and responsible data use, improving data quality, and strengthening data governance practices across SCDHHS. This position creates and coordinates governance processes, supports data stewardship activities, and supports secure and appropriate access to data systems and assets. The position creates and manages data documentation and governance workflows to improve data understanding, access, and usability across program, analytics, and technology teams. This role works collaboratively with internal stakeholders across agency areas – including other data and analytics areas, program areas, policy, cybersecurity, legal, and IT – to promote data standards, support data policy development, streamline data sharing and use, support compliance, and resolve data-related issues that impact business operations and decision-making. The position will coordinate with strategic partners to facilitate responsible data sharing and use in alignment with agency needs and priorities.
- Creates and maintains documentation that improves data understanding and governance consistency.
- Collaborates with data stewards, subject matter experts (SMEs), and other key stakeholders to create and maintain business glossaries and data dictionaries.
- Documents metadata including definitions, lineage, and business rules using agreed-upon formats.
- Develops standard operating procedures (SOPs) for data requests and governance processes.
- Maintains the Data Governance SharePoint site and other repositories, and ensures site documents are up-to-date and accessible to appropriate stakeholders. Updates documentation as systems and business rules evolve.
- Supports agency teams with data definitions and documentation requests.
- Maintains data-related policy documents.
- Supports development of agency data governance frameworks and stewardship practices across SCDHHS. This includes assisting with creating and implementing governance and stewardship processes, workflows, and tools across business areas.
- Supports day-to-day execution of agency data governance frameworks and stewardship practices across SCDHHS.
Supports data documentation and governance coordination. This includes coordinating and scheduling governance meetings, preparing agendas, and documenting meeting outcomes.
Tracks governance decisions, data issues, and action items in shared repositories. Supports data stewards in documenting and implementing definitions and business rules.
Follows escalation procedures to route issues to the appropriate governance group(s)/stakeholder(s).
- Supports secure, compliant, and appropriate access to agency data systems and analytics environments.
Coordinates and processes data access requests through Service Manager, Jira, and other ticketing systems.
This includes reviewing and coordinating approvals for access requests for data platforms, dashboards, and analytics tools. Removes or modifies user access when contracts end or roles change.
Tracks and maintains shared logs of user access approvals and removals.
Collaborates with Office of Cybersecurity, Privacy, Legal, Procurement, and other key stakeholders to ensure data sharing compliance with applicable policies, laws, and regulations.
This includes coordinating data sharing with external partners and ensuring appropriate legal and contractual agreements are in place to allow for data access to be granted to users.
- Supports updates to access workflows in ticketing systems as maturity grows and new needs arise. Supports development of data access policies, such as role-based access or data access approval policies.
Collaborates with Office of Cybersecurity, Privacy, Legal, Procurement, and other key stakeholders to develop new data-sharing agreements (DSAs), business associate agreements (BAAs), MOUs, and related approvals.
Ensures agreements include appropriate legal, privacy, security, and data use language.
Reviews incoming agreements for completeness and alignment with data governance policies prior to routing to other stakeholders for reviews and approvals.
- Coordinates routing of agreements for review and approvals. Maintains centralized agreement documentation and shared logs.
- Tracks existing agreements, renewals, and request statuses in a centralized repository.
- Communicates agreement status updates to requesters and stakeholders.
- Supports investigation and documentation of data anomalies and quality concerns.
- Performs root-cause reviews of data anomalies and access issues.
- Troubleshoots impacts of data issues within BI tools and systems.
- Documents data-related issues and resolutions.
- Collaborates with analytics, IT, and business teams to investigate data quality concerns.
- Tracks recurring issues and contributes recommendations for prevention.
- Builds data governance adoption and supports stakeholders through effective communication and guidance. Provides guidance, training, and technical assistance across the agency on governance processes, workflows, access steps, tools, and documentation.
- Supports stakeholders in navigating governance tickets and approval processes.
- Creates governance job aids and reference materials.
- Supports onboarding for governance processes.
- Communicates governance updates to stakeholders.

Requirements
A bachelor's degree in public health, healthcare administration, or a data or computer science-related field and experience in telecommunications, data management, governance and/or information technology.
An equivalent combination of education and experience may be considered with prior State Human Resources approval.
