  • Equivalent combination of education and experience may be considered
  • Strong knowledge of data quality, security, compliance, and stewardship practices
  • Ability to partner with teams, provide training, and facilitate meetings on data initiatives
  • Experience in monitoring data integrity, maintaining metadata repositories, and supporting open data efforts
  • Skills in public speaking, presentations, and reporting on governance metrics

Job Description


The Data Governance Analyst will be directly supporting the County’s management of data as an enterprise asset.

The position will be serving as a subject matter expect in developing, implementing, and maintaining enterprise-wide data governance practices that improve data quality, promote, trust and transparency, while enabling informed decision making.

This is a newly created position within the Office of Strategic Management & Budget and will serve as a lead and subject matter expert in building an enterprise data governance framework.


Essential Duties


  • Overseeing standards and processes while supporting compliance, protect sensitive information and, ensuring responsible stewardship of public data
  • Ensuring the accuracy, consistency and security of all data and appropriately accessible internal use and public reporting
  • Promoting data as a County asset by helping develop, maintain and improve the County’s data governance framework
  • Partnering with departmental data stewards, technical teams, and leadership to promote consistent practices for data ownership, accountability, access and use
  • Monitoring data quality and integrity across systems, identifies gaps and risks, and recommends improvements to strengthen reliability, consistency and compliance
  • Supporting appropriate access to data for employees, decision makers, and the public, ensuring compliance with public records requirements, privacy laws and information security standards
  • Supporting open data initiatives by ensuring public datasets are accurate, timely, well documented and appropriate for release
  • Maintaining metadata repositories, data dictionaries, data inventories, and governance documentation to improve understanding, usability, and transparency of County data
  • Providing guidance, training, and support to departmental staff on data governance, stewardship and responsible data use
  • Developing and maintaining governance performance measures and reports, including data quality indicators, compliance status., and open data usage
  • Helping evaluating and prioritizing data governance issues and tracking progress towards data governance maturity goals, recommending improvements over time

Public Speaking Duties


  • Facilitating internal meetings, workshops, and discussions to advance data governance and data analytics initiatives
  • Preparing and delivering presentations to inform leadership, internal stakeholders, and employees of initiative progress, key metrics and framework efforts
  • Serving as a subject matter expert and liaison between the Data & Analytics team, County leadership, and other County departments and offices.

Grade


  • The Grade is 104. Salary will be dependent on education and experience.


Minimum Qualifications


  • Bachelor’s degree in public administration, information systems, data analytics, statistics or business administration
  • Five years of Microsoft Fabric, Microsoft Purview, or similar data management or data governance tools
    • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.


Preferred Qualifications in addition to the above minimum qualifications


  • Certified Data Management Professional (CDMP)
  • Certified Analytics Professional (CAP)
