This job involves leading a team to manage workforce development and data analysis for Army child and youth services programs, ensuring they follow policies and using data to improve operations across the Army.

Demonstrated work experience that equipped the candidate with the particular knowledge, skills, and ability to perform successfully the duties of the position that includes: strong data analytical skills, organizational skills with an emphasis on coach/teambuilding/leadership skills with the potential to manage multiple concurrent projects effectively.
Experience in leading teams. Self-motivated. Demonstrates ability in data analysis, creating/presenting dashboards or data visualization, and correlate data and develop proactive solutions.
Experience in creating and developing presentations. Ability to communicate effectively orally and in writing.
Communication skills include superior writing ability in the areas if complex policy implementation, instructions and process.
Ability to evaluate and program effectiveness and compliance with benchmark criteria and applicable policies and procedures.
Preference are those candidates that possess a combination of experience and education. Successful completion of a Bachelors Degree. Experience working at a higher headquarters.

Posses experience working at a higher headquarters. Major Duties:
Serves as the Workforce Development Program Manager and recognized Subject Matter Expert within the CYS Services IMCOM G9 CYS. Works under the general supervision of the CYS Deputy Director.
Plans and assigns work to subordinates, set priorities, and establishes schedules for work completion.
Evaluates overall performance of assigned employees and provides appropriate recognition and feedback.
Ensures assigned CYS Services Program conforms to all applicable DoD and Army policy, IMCOM G9 standards, Congressional legislation, public law, and with the most current applicable industry standards.
Oversee and monitor implementation of policies, plans, standards, and procedures for assigned CYS Services program and provide guidance for CYS Services programs Army-wide.
Identifies and extracts results of studies, reports, research projects, and financial data related to program and policy issues to support management decisions.
Develop databases and reference notebooks, operational materials and tools (i.e. manuals, field operational handbooks, checklists, and training) for Army-wide implementation.
Communicates program's strategic key messages through written and visual mediums such as information and staff papers, slides, dashboards, reports, flyers and brochures.
Collects, consolidates data from various sources/systems, completes analysis, correlations, evaluates data to determine trends and gaps.
Develop various dashboards to display data at various levels for assessment and decision-making capability. Identifies strategies for program, evaluation and improvement.
Serves as the principal advisor to the CYS Deputy Director and Chief on program initiatives to sustain and improve the CYS Services benchmarks of Quality, Affordability, Availability and Accountability.
Functions as Project Officer for designated CYS Initiatives. When required, represents and speaks for CYS Services Deputy or Division Chief. May serve as a Contract Officer Representative.
Integrates Workforce Development and data driven analytics into CYS Services' strategic planning process, emphasizing human resources activities that support CYS Services' mission and goals.
Formulates, plans, directs and evaluates all Workforce Development and data analysis operations.
Develops recommendations to broaden/modify programs scope and to effectively predict the far-reaching implications of organizational policy initiatives.
Responsible for exploring mid- to long-term issues, developments regarding to all aspects of Workforce Development, i.e. recruitment, retention and training and data analytics.
Assigns, directs, supervises, and reviews execution of Workforce Development and data analysis functions and objectives through subordinate personnel.
Plans and carries out work integrating a variety of resources and applying judgment and ingenuity in developing problem solving approaches. Performs other duties as assigned.
