About the Position: Serves as a Cyberspace Operations Plans and Programs Specialist for Headquarters United States European Command (HQ USEUCOM), EC311, Cyberspace Operation Division (CyOD), with responsibility for leading, managing, directing, integrating, coordinating, and synchronizing the execution of plans and programs for all CyOD branches.

You will be evaluated on your competency in the following areas, based on one year of specialized experience that includes: Planning and Evaluation Leading the execution of plans (such as deliberate, crisis, strategic, operational, and tactical) and programs for a cyberspace operations (CO) mission; AND Administration and Management Developing new or modified cyberspace operating procedures and policies; AND Organizational Awareness Providing joint exercise support for cyber activities, such as developing war plans and operational orders; AND Manages Resources Approving the allocation and distribution of funds for an organization's budget.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Conduct deliberate and crisis action planning for the Cyberspace Operations (CO) mission set with expertise in the Military Decision-Making Process (MDMP), Joint Operations Planning Process (JOPP), and Operational Planning Teams (OPTs).
  • Exercise full authority to establish priorities and act on all Cyberspace Operation Division (CyOD) planning issues.
  • As senior planner in the Cyberspace Operation Division (CyOD), employs knowledge of the wide range of planning efforts across Joint commands, Services and the Department of War (DoW).
  • Review regulations issued by higher headquarters to determine impact on command strategies, policies, future operations, plans, programs, and functions.
  • Establish and maintain internal CyOD training and certification programs for military and civilian personnel.
  • Develop resource management guidance for the CyOD and perform continuous appraisal of the utilization of resources in accomplishing office objectives and goals within approved budgets.
  • Develop or direct the development of new or modified operating procedures and policies.
  • Oversee all civilian human resource Management actions within the CyOD.
