The primary purpose of this position is to serve as a Cyber Operations Planner and overall Information Warfare (IW)planning subject matter expert to the 16th Air Force (16 AF) Joint Effects and Air Forces Cyberspace (AFCYBER) missions.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Examples of creditable experience include: knowledge of the AF Cyber Mission Forces, National Mission forces, Cyber Protection forces, and DODIN operations.

Integrates knowledge of other IW disciplines - CO, EW, ISR, OIE, Integrated Joint Special Technical Operations (IJSTO), and Mission Support special activities capabilities to develop novel approaches for non-traditional, cross-functional solutions.

Demonstrated knowledge of United States CYBERCOM, JFHQ-C, national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Comprehensive knowledge of Offensive Cyberspace Operations (OCO) and familiarity with Defensive Cyberspace Operations (DCO) sufficient to plan, organize, and synchronize IW missions with deliberate and crisis action planning.

2.

Knowledge and familiarity with OCO and DCO planning, execution, and assessments, and integration with all aspects of IW to include EW, ISR, OIE and joint/service doctrine sufficient to support AFCYBER missions.

3. Knowledge of joint military and inter-agency cyberspace operations and doctrine. 4.

Knowledge of and skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness of program operations to include adapting or developing new or modified methods.

5. Ability to advise executive leadership on and formulate AF cyberspace policy sufficient to support Joint wartime, crisis, and peacetime CO and IW planning. 6.

Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments.

Ability to communicate clearly, concisely, and with technical accuracy, both orally, and in writing, as well as work in a professional manner with other directorates, component commands, combatant commands, the Joint Staff, the Intelligence Community (IC), and other services to recommend, advocate, and defend programs and plans.

CONDITIONS OF EMPLOYMENT CONT: 1.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as a subject matter expert on current operations in the Information Warfare portfolio consisting of CO, cyberspace enabling operations (CEO), EW, OIE, ISR capabilities and planning.

Serves as the planning architect and developer of CO and IW operations planning efforts.

Establishes and maintains a current series of liaison contacts within the DoD, Sister Services and national- level agencies as a recognized authority in CO, and within the IW mission.

Prepares and delivers oral presentations such as briefings, training sessions, consultations and strategy sessions with other staff functions and activities to secure cooperation, resolve controversial matters, convey defensive cyberspace operations activities, and investments to proposed changes and advocate for requirements in assigned program(s).
