Job Description

Summary

This job involves working on a team to estimate and analyze costs for Navy weapons programs, helping to plan budgets and track spending from start to finish.

You'll collaborate with engineers and officials to ensure accurate financial projections and provide advice to leaders.

It's a good fit for someone with a math or stats background who enjoys problem-solving in a technical government setting.

Key Requirements

  • Degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, mathematical logic, science, or related subjects requiring college-level math/stats, including at least 3 hours in calculus
  • For NH-03 level: One year of specialized experience equivalent to NH-02 (GS-11) performing life cycle cost estimates and analysis for weapons system acquisition programs
  • Ability to review and assess acquisition program progress and develop cost estimates based on technical and schedule parameters
  • Skills in liaising with engineers, Integrated Product Team leads, and contractor representatives to ensure cost analysis uses current program information
  • Experience preparing and defending program plans for funding requirements, life cycle cost profiles, and managing financial performance
  • Capability to assemble and provide information and advice on program areas to senior officials
  • Commitment to maintaining technical expertise through continuing education, training, symposiums, and liaison with Navy and DOD activities

For the NH-02: In order to qualify for this position you must meet the basic education requirement for this position outlined in the education section of this announcement.

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

At least 3 of the 24 semester hours must have been in calculus.

For the NH-03: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalent) with the following: Performing Life Cycle cost estimates and analysis for weapons system acquisition programs.

  • You will serve as a member of a multi-disciplinary team providing scientific, technical, and professional cost guidance on all aspects of acquisition programs.
  • You will review and assess overall acquisition program progress and develop cost estimates and analysis based on planned technical and schedule parameters.
  • You will ensure all cost analysis is based on current program information, liaising with engineers, Integrated Product Team (IPT) leads, and contractor representatives.
  • You will prepare and defend program plans to develop funding requirements and life cycle cost profiles, and track and manage financial performance for assigned programs.
  • You will assemble and provide information and advice regarding assigned program areas to senior officials in the chain-of command.
  • You will maintain technical expertise through continuing professional education and training, symposiums, and liaison with other appropriate Navy and DOD activities.
