This COST ACCOUNTANT position, is located in the US Property and Fiscal Office (USPFO) Comptroller Branch, Accounting Services Branch and is part of the CA USPFO Army.
COST ACCOUNTANT, GS-0510-09 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government.
This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.
Specialized experience may have been demonstrated by performing duties such as: Performing accounting work that includes financial statement and financial related programs; Performing basic accounting principles and conduct business program requirements; Following directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
COST ACCOUNTANT, GS-0510-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government.
This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated.
Specialized experience may have been demonstrated by performing duties such as: Conducting accounting business in accordance with directives and policies; Evaluating the existing internal control systems to determine the level of reliability; Obtaining sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the activity under examination; Using statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the activities discharged their financial responsibilities, and/or to determine that the financial records were maintained in accordance with applicable regulations.
TRAINEE POSITION: Applicants not meeting full qualifications for the Gs-11 position indicated above may be considered for GS-09 trainee, if qualified.
Statement-of-Difference of qualification requirements for each are indicated.
If appointed as trainee, the selectee may be non-competitively promoted to GS-11 upon meeting full qualifications and recommendations of supervisor.

THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the COST ACCOUNTANT, GS-0510-9/11, is to perform review and analysis of the various procedures used in administering and operating the fiscal control systems of the state and to identify, determine the cause of, and take corrective action to resolve difficulties, problems, and inefficiencies within those systems and ensure costing structure is established and monitored in the systems at the state level.
Main responsibility is to serve as the financial expert for the US Property and Fiscal Office (USPFO) Comptroller in a cost management environment under the General Fund Enterprise Business System (GFEBS).
