Job Description

Summary

This job involves reviewing and evaluating the costs and prices in government contract proposals to ensure they are fair and reasonable, while also conducting market research and advising on pricing strategies for buying equipment, supplies, and services.

A good fit would be someone with strong analytical skills in finance and contracts, experience in negotiations, and a background in business or related fields, who enjoys working on complex procurement decisions in a federal setting.

Full Job Description

As a Contract Price/Cost Analyst, you will analyze and evaluate price and cost data contained in a variety of contract proposals.

Location of position: GSA, Federal Acquisition Service, Information Technology Category at one the locations listed.

We are currently filling two vacancies, but additional vacancies may be filled as needed. Location determined at time of selection.

The GS-13 salary range starts at $108,173 per year and varies by location.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. You must meet the requirements in 1, 2, or 3 below: 1.

All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification.

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.

However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service.

Specialized experience is experience using complex contract cost/price analysis principles and procedures to analyze and evaluate the cost elements on contracts, developing complex pricing arrangements and incentives.

Experience must include statistical, economical, financial, and accounting analysis and experience in contract negotiation and price analysis.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications.

If selected, an official transcript will be required prior to appointment. Major Duties:

Perform cost and/or price analysis of data to determine reasonableness of prices proposed or quoted for equipment, supplies or services to be procured, and prices and related data associated with changes and other modifications.

Develop and interpret pricing policies, monitor pricing practices in procurement, develop innovative solicitation provisions to maximize competition, perform commercial pricing market research, promote and assist the utilization of streamlined source selection procedures and prepare and present training in price/cost analysis.

Provide guidance to management on the effect of solicitation provisions on competition, commerciality, and price.

Recommend tailoring existing provisions or use of alternative provisions that are consistent with common commercial practices.

Establish, design systems and conduct market research, including extent of competition, price trends, and government and commercial user information.

Direct the implementation of contract price management mechanisms and price refreshments.

Coordinate with contracting officers to negotiate termination settlements and settlement agreements and preparation of the supplemental agreements to reflect the settlement.

Assist senior staff members in the development of economic price adjustment clauses for use in multiyear contracts and contracts with option years, based on commercial market analysis and changes to established economic price adjustment clauses to reflect current economic or market trends.

Evaluate cost/price proposals during negotiations including interpreting the impact of proposed changes to solicitation provisions for price impact and consistency with common commercial practice.

Work with senior contracting and program staff in recommending either amending the solicitation or other solutions to problems.

Review Independent Government Cost Estimates (IGCE) to assure they are in order to provide a basis for total cost/price comparison.

Use IGCEs in consonance with sound pricing practices, as part of the basis for reaching a decision as to the fairness and reasonableness and/or cost realism of a prospective contractor's proposal.
