Full Job Description

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a COST ACCOUNTANT TITLE 32 INDEFINITE, Position Description Number D2372P01 and is part of the NH ARNG USPFO, National Guard.

This vacancy is to gather applications that may or may not result in a referral or selection. Compatible military grade and assignment required prior to the effective date of placement.

This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.

Military Grades: E5 to E9; WO1 to CW5; 01 to 04 Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position.

Applicant(s) (Enlisted) who are over grade must clearly state, in their resumes, their intentions to willingly take a reduction in grade.

Compatible Military Assignments: MOS Immaterial Basic Requirements: Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

The 24 hours may include up to 6 hours of credit in business law. SPECIALIZED EXPERIENCE: (GS-11) - Must have 1 year at GS-09 level or equivalent.

Accounting experiences and competencies that provided knowledge of principles and procedures.

Must have an excellent understanding of the basic principles and concepts of the National Guard accounting business program requirements.

Must have experiences and training that demonstrate the abilities to conduct accounting business in accordance with directives and policies; the abilities to study and evaluate the existing internal control systems to determine the level of reliability; and the skills to determine the appropriate procedures needed to validate system reliability.

Must have the competency to obtain sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion regarding the activity under examination.

Must have accounting experiences that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the activities discharged their financial responsibilities, and/or to determine that the financial records were maintained in accordance with applicable regulations.

Must have experience and education that demonstrates his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position.

It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment.

Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.

CONDITIONS OF EMPLOYMENT: Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Major Duties:

The purpose of this position is to perform review and analysis of the various procedures used in administering and operating the fiscal control systems of the state and to identify, determine the cause of, and take corrective action to resolve difficulties, problems, and inefficiencies within those systems and ensure costing structure is established and monitored in the systems at the state level.

Main responsibility is to serve as the financial expert for the US Property and Fiscal Office (USPFO) Comptroller in a cost management environment under the General Fund Enterprise Business System (GFEBS).
