Job Description

Summary

This job involves overseeing all financial and business operations at a state correctional facility, including budgeting, accounting, purchasing, payroll, and managing inmate funds, while ensuring everything follows government rules.

Special Minimum Hiring Rate: $46,194.00

Under administrative direction, performs administrative and professional accounting work in directing the financial, accounting, purchasing, payroll, employee benefits, inmate trustee accounting, fixed asset, GAAP reporting activities, P-Card, budget requests, expenditure schedules.

Responsibility includes management of all fiscal related responsibilities and other business-related activities for the assigned institution.

The position has wide latitude for the exercise of independent judgement.

All activities and processes must be in accordance with established policies and procedures as well as rules and regulations of the agency, State Auditor's Office, State Department of Administrative, IRS, Legislative Auditor's Department of Administration, and any other entity as applicable.

Individual is involved in the hiring, employee performance reviews of all unit. Supervision is exercised over a professional accounting and clerical performs related work as required.

In accordance with SPB 3088 effective 10/7/23, $5000 will be added to the minimum starting rate of pay for all classifications within a Critical Vacancy Pay Supplemental Facility.

Critical Vacancy Pay Facilities: Huttonsville Correctional Center and Jail, Mount Olive Correctional Complex and Jail, Western Regional Jail and Corrections Facility, Northern Correctional Facility (including Ohio County Correctional Center), Northern Regional Jail and Correctional Facility, Chick Buckbee Juvenile Center, Vicki Douglas Juvenile Center, Potomac Highlands Regional Jail and Correctional Facility, and Eastern Regional Jail and Corrections Facility (including Martinsburg Correctional Center) (SPB 3088)

  • Employees in this classification shall receive an annual base building pay differential each fiscal year of $250 after completing one year of service.

  • If an employee is hired into a Critical Vacancy Pay Facility (CVPF) and leaves the facility, the additional pay differential of $5,000 shall be removed from their salary, unless transferring to another CVPF.

    Qualifications

    Training: Bachelor's degree from an accredited college or university in business or public administration, finance, economics, accounting or mathematics including at least six hours in accounting.
    Substitution: Experience as described below may be substituted for the required training on a year-for-year basis.

    Experience: Four years of full-time or equivalent part-time paid experience in accounting, auditing, financial management or advanced level banking, including two years in an administrative or supervisory capacity.
