The Department of Corrections (DOC) is seeking an experienced, visionary and energetic leader to serve as our Extradition Manager. As the Extradition LT, you would be an essential addition to the Transportation unit and to the Department. This is the perfect opportunity to utilize your strong conversation and relationship skills as you communicate with diverse stakeholders, build, and maintain professional relationships.
The incumbent must have the ability to think quickly and pivot to urgent matters while providing consistent, accurate information to inquiring stakeholders. They would also utilize a fair amount of patience and calmness in this role while communicating with stakeholders.

Requirements

As an Extradition LT, some of your duties will include:
  • Conduct Nationwide Armed Transports
  • Conducts armed transports of male and female prisoners to and from county jails and correctional facilities throughout the 50 United States.
  • Navigate through the federal “Flying While Armed” procedures by producing your unique number for each separate segment of travel.
  • Coordinate offender custody transfer with holding agencies and courts while managing travel times and coordinating routes.
  • Conduct searches of Incarcerated Individuals, their property, vehicles, and areas in accordance with department policy and chain of evidence procedures.
  • Direct compliant and uncooperative or hostile Incarcerated Individuals, to maintain discipline and order which may require the application of physical restraints and physical force in accordance with departmental policy.
  • Direct and manage special team’s personnel during high-risk transports.
  • Be able to use physical and/or deadly force to prevent an Incarcerated Individual escape, to capture an escapee, and/or to protect human life.
  • Be able to provide flight deck and cabin security on a commercial airline during emergent circumstances. Understand the ramifications of shoot or no shoot decisions on an aircraft in flight.
  • While traveling out of state, at all hours, handle stressful situations and make unsupervised decisions for numerous Incarcerated Individual custody and travel situations.

    Some situations that involve abuse/hostility, may require the use of de-escalation skills.

    While traveling, there are few areas that provide physical containment and there may be no support or supervision to rely on.

  • Always serve as a positive role model for others. Keep current on Federal Aviation Administrative regulations and each airlines tariff regulations regarding transport of prisoners and firearms.

Conduct Threat Assessments
  • Investigate Incarcerated Individual’s past and present behaviors by obtaining arrest information, reviewing DOC’s and nationwide law enforcement databases.
  • Confer with the holding agencies personnel whether it be jails or prisons.
  • Investigate the offender’s history of incarceration and supervision through numerous databases.
  • Confer with medical and/or mental health professionals in our department and at other agencies.
  • Evaluate risk level of Incarcerated Individuals being moved to determine transportation mode and needs.

    I/E/ Ground Transportation; Commercial Airlines; Charter flights; Specialty team staffing; High Risk Transport equipment such as Electronic Control Device (ECD) or special restraints; Medical Personnel staffing and/or medical equipment.

  • Recommend appropriate placement upon return to Washington State. Forward appropriate information onto necessary departments and agencies in our state. Continue to assess threat levels during the actual transport.

Prepare and schedule Incarcerated Individuals Transports
  • Verify the need for the transport and for which DOC program by reviewing databases and received documentation.
  • Review legal documents to ensure there are legal grounds to conduct the transport.
  • Develop a transport packet with background information on the Incarcerated Individual as well as necessary documentation for the transport to include but not limited to: Waiver of Extradition or Governors Warrant; Secretary’s Warrant; printed copies of Incarcerated Individual’s background information; notes and contacts on information gathered from outside sources; travel itinerary.
  • Works collaboratively with DOC’s designated travel agency to obtain the best possible, most cost-effective flights to transport Incarcerated Individuals on commercial airlines.
  • Works collaboratively with charter flight providers, specialty team’s personnel, medical and mental health personnel to secure appropriate modes of travel and staff levels for high risk and/or uniquely special transports.
  • Requests less lethal force options for high risk Incarcerated Individuals such as ECD, restraint chair or special restraints.
  • Appropriately fit trips into the Lt’s schedule by deadline priority, agency needs, threat level and cost effectiveness.

Maintenance and Travel Management
  • Apply for authorization with TSA to carry a weapon via commercial airline through the National Law Enforcement Telecommunications System prior to travel.
  • Maintain and be responsible for prisoner transport vehicle to include safety, security, and dependability.
  • Acquire an enhanced driver’s license to meet airport ID requirements.
  • Maintain and account for weapons, security devices, WRAP restraint, electronic control devices, and other equipment used.
  • Assists with the training of new staff as needed.
Documentation and Duties, as assigned
  • Complete required weekly paperwork following transports which includes trip data, attendance, travel management system data and purchase card usage.
  • Document behaviors that occur during transports, good and bad via department databases.
  • Represent the HQ Transportation Extradition Unit in the Manager’s absence.

Qualifications


What we need (required qualifications):
• High School Diploma or GED; five (5) years of agency correctional and/or custody experience working with incarcerated individuals daily;
AND
• Two (2) years Supervisory experience, with one-year armed transport experience;
OR
• Three (3) years as a member of a specialty team (SERT/ERT/IRT/CISM), which included armed, high security transports in the community, (3 years of experience as a DOC instructor for Firearms or Defensive Tactics, for those currently certified as an instructor, may be substituted for specialty team involvement;
OR
• Five (5) years’ experience as an armed DOC Community Corrections Officer, who's weekly duties include the arrest, search, and transports in the community.
OR
• Five (5) years’ experience as a DOC Correctional Officer 2, in which the majority of those duties for four years involved the armed transport of incarcerated individuals between facilities and/or in the community.
AND
• Must possess and maintain a valid Washington State Driver's license.
• Must carry a Department issued firearm to perform your official duty in compliance with DOC policies, Department of Homeland Security (DHS), Transportation Security Administration (TSA), Federal Aviation Administration (FAA) regulations and the Codes of Federal Regulations (CFR).
• Must be willing and able to store state issued weapon and security safe in your personal residence during non-work hours.
• Must be willing and able to use physical and/or deadly force to prevent an Incarcerated Individual escape, to capture an escapee, and/or protect human life.
• Must be willing and able to walk, sit, and/or stand while remaining alert for extended periods of time.
• Must be willing and able to drive state and rental vehicles long distances safely and legally, in all-weather situations and various terrains.
• Must maintain regular and reliable working attendance. Ability to lift and carry up to 40lbs.
• Must be able to make sound decisions while traveling state to state unsupervised. This includes the use of Department issued purchase cards and equipment.
