King County’s Facilities Management Division has a new career opportunity for a Contract Specialist II.This role will support the FMD Contracts team, focused primarily on goods & services, tech services, and other contract types commonly utilized by our division. The successful candidate will identify gaps in FMD’s current processes and implement new strategies to reduce risk and ensure alignment with King County procurement requirements and industry standards. They will also provide guidance and support to internal FMD customers on procurement needs, ongoing contract administration and monitoring, and liaise with other relevant KC agencies such as Procurement and Payables.

Through the work of over 350 dedicated employees, FMD provides clean, environmentally sustainable and cost-effective work environments within a changing world. This role will support the Capital Projects Section (CPS) which is comprised of capital project managers and support staff. CPS manages the development, design, and implementation of a wide variety of complex capital improvement projects and an extensive major maintenance program.

Requirements
- Prepare all necessary documents for the procurement, administration, and vendor selection for consultant and contractor contracts.
- Manage primarily FMD Goods and Services (G&S) Contracts.
- Prepare contract terms and conditions for execution
- Assist in negotiations and recommend selection of vendors.
- Identify issues, research solutions, and recommend to management, changes to administrative policies and procedures related to procurement/contract compliance.
- Monitor Project Manager work products to inspect whether policy and procedure was followed to ensure contract compliance was met.
- Update current contract information, reviewing and extending Contracts when applicable; and updating this information on the G&S Log.
- Manage the usage of and process charges to the Goods and Services P-card.
- Manage project and contract document records
- Support Operations and other sections within FMD In procurement activities, providing SME guidance.
- Ensure compliance with applicable laws, regulations, contract terms, policies and procedures.
- Have critical thinking skills and bring techniques to reduce waste and increase efficiency.
- Perform other duties as assigned.
Qualifications
- Experience of competitive procurement solicitations, contracting with emphasis in WA state construction public procurement process;
- Knowledge of contract law, regulations, procurement methods, industry principles and best practices;
- Ability to facilitate cross-functional discussions, resolve conflicts, and find resolutions;
- Strong communication, interpersonal, writing and customer service skills;
- Skill in handling a number and variety of tasks simultaneously;
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work;
- Ability to manage your time and adapt to changing priorities ,work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products;
- Ability to work with people from diverse backgrounds.
We would love it if you have: - Oracle EBS and/or Oracle procurement Cloud or related experience utilizing procurement technology.
- Procurement Certification(s): Such as CPPB(Certified Professional Public Buyer), Associate DBIA(Design-Build Professional) and/or Associate Design-Build Professional (Assoc. DBIA) or other relevant certifications.
- Experience with LEAN processes and principles.
- Experience with SharePoint, MS Teams and other collaborative online tools.
Additional Information
- This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible.
- Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour work week ; normally 8:00a.m.- 5:00 p.m. Monday through Friday.
- The work associated with this position will be hybrid with time in office to attend pre-bid conferences, site tours and quarterly division meetings.
