Full Job Description

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTING DEPARTMENT (CODE 400) of PSNS and IMF.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional Contract Specialist leading a full range of complex contracting operations by directing and approving high-risk/high-value source selection plans and contractual actions; and exercising signatory authority to issue decisions on claims and approve complex settlements or dispute resolutions; and providing strategic direction and establishing policies for advanced acquisition strategies to procure supplies or services for an organization.

Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirement as well as the requirements above, applicants must have: 1.

At least two years of experience in contracting positions; and 2.

Completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving.

Certification at this level is sufficient to meet this standard.

  • You will serve as the Department Head, Chief Contracting Officer for the Contracting Department (Code 400).
  • You will plan organize and direct the activities of the Contracting Department including life-cycle acquisition of overhaul, repair, alteration, activation and inactivation performed on combatant ships.
  • You will advise and provide counsel to employees and supervisors regarding policies, procedures, and directives of management.
  • You will serve as a contracting officer with unlimited signatory authority and as principal acquisition advisor to Commander, PSNS and IMF, and Deputy Commander Northwest Regional Maintenance Center (NWRMC).
  • You will direct the full range of contract procurement and administration actions including source selection decisions, sole source justifications and approvals, contract awards, issuance of contract modifications, pre-award surveys etc.
  • You will plan, develop and establish long and short range procurement and contracting plans, strategies, and approaches for overall ship repair and acquisitions and life cycle programs.
  • You will provide advice, coordinates and approves work performed by the Navy and contractor program participants, including such tasks as cost estimating, cost accounting, and establishment of award fees and life cycle costing.
  • You will direct and supervise the overall work of the department in the planning, negotiation and administration of the procurements within NWRMC cognizance.
  • You will provide contract planning guidance and direction and guidance in contract pricing and procurement policy.
  • You will direct and coordinate the full range of contract administration and actions required during life cycle of the assigned programs.
  • You will serve as a senior management official within the PSNS and IMF/NWRMC organization and work with the Commander/Deputy Commander, Directors, Department Heads/Staff Assistants and other senior managers.
