Job Description

Summary

This job involves managing contracts for the Navy's engineering command in Japan, including reviewing purchase requests, evaluating bids, negotiating prices, and overseeing contractor performance to ensure projects run smoothly.

Full Job Description

You will serve as a CONTRACT SPECIALIST in the Contracting Department of NAVAL FAC ENGINEERING CMD FAR EAST. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.

GS-09: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-07) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: Reviewing requisitions to determine method of procurement.

Performing contracting methods and contract types relating to the performance of pre-award and post-award. Evaluating bids or proposals for compliance with specifications or purchase descriptions.

Negotiate prices. Monitor contractor responsibility.

GS-07: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-05) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: Review requests for contracts.

  • You will provide contract administration principles and practices to monitor performance and solve problems.
  • You will perform a variety of contracting actions encountered throughout the pre-award and/or post-award phases of the contracting process using established contracting procedures.
  • You will perform price or cost analyses, and prepare contracts, and execute award documents.
  • You will provide assistance in the development of contractually acceptable statement of work, performance work statements, and quality assurance criteria
  • You will review technical and cost evaluation reports for accuracy and completeness.
  • You will monitor contractual milestones and process timely actions.
  • You will develop and maintain familiarity with NAVFAC, Navy, DoD and Federal Government contracting procedures, business practices, the FAR and other regulations, policies and procedures.
