Summary

This job involves managing contracts for the U.S.

Army Corps of Engineers in Alaska, handling everything from planning purchases of equipment, services, and construction to overseeing them after they're signed to ensure everything goes smoothly.

Key Requirements

  • Bachelor's degree from an accredited institution (or exemption for certain DoD/military experience before September 30, 2000)
  • For GS-11: One year of specialized experience at GS-09 level, including providing technical advice, performing pre- and post-award functions, and monitoring contractor performance; or Ph.D./equivalent or 3 years of graduate education in relevant fields like finance or contracting
  • For GS-12: One year of specialized experience at GS-11 level, including procuring products/services, preparing awards/modifications, price/cost analysis, and monitoring compliance (experience required; no education substitution)
  • U.S. citizenship
  • Ability to review procurement requests, negotiate modifications, and assist in contract administration including terminations
  • Experience providing technical advice, guidance, and training to junior staff

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as Contract Specialist responsible for pre-award and post-award functions for a variety of contracts to include large-scale and/or complex procurement of services, equipment, and/or construction for the Alaska District and other Government agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Contract Specialist Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes 1) Providing technical advice to customers; 2) Performing pre-award and/or post award functions for various contract types; and 3) Assisting in monitoring Contractor performance to ensure compliance with contract requirements.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: finance, contracting, etc.

GS-12 Specialized Experience: One year of specialized experience which includes 1) Serving as a Contract Specialist for pre-and/or post-award functions for contracts and/or grants/cooperative agreements such as, but not limited to, procuring a wide variety of products and services; 2) Preparing awards and modifications; 3) Performing price/cost analysis; and 4) Monitoring contractor's performance to ensure compliance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

FOR GS 12 ONLY: Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Assist contract administration offices in the administration of contracts, including performance of termination actions, until final delivery and payments are completed and the contract is closed.
  • Review requests for the procurement of complex equipment, services, and/or construction.
  • Negotiate contract modifications.
  • Provides technical advice, guidance and training to junior contract specialists in the division.
