Job Description

Summary

This job involves managing contracts for engineering, construction, and facility support projects in the Navy's facilities command in Japan, including planning acquisitions, overseeing contract performance, and resolving disputes.

A good fit would be someone with experience as a certified contracting officer who enjoys handling complex government procurement rules and working in a structured military environment.

Note that medical and dental care is very limited in Japan, so candidates should be prepared for overseas living.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11 level in federal or equivalent service
  • Experience as a Warranted Contracting Officer
  • Knowledge of acquisition planning and pre/post-award functions for architect-engineering, construction, and facility support services
  • Skills in administering contracts, including supplemental agreements, justifications, fair opportunity evaluations, claims disputes, and terminations
  • Ability to interpret and apply relevant laws, regulations, policies, and procedures to contracting issues
  • Meet Department of Defense GS-1102 qualification standards and Title 10 requirements
  • Willingness to work in Japan with limited access to medical and dental care

You will serve as a CONTRACT SPECIALIST in the ECHELON III/IV COMMANDS DEPARTMENT of NAVAL FAC ENGINEERING CMD FAR EAST. ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED.

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating the following: 1) Experience as a Warranted contracting officer 2) Conducting acquisition planning and contract pre/post-award functions for architect-engineering, construction, and/or facility support services 3) Administering architect-engineering, construction, and/or facility support services contracts to include supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations 4) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues in the architect-engineering, construction, and facility services arena.

  • You will conduct post-award conferences with contractor and government personnel to ensure all parties understand contractual requirements and provisions.
  • You will advise recurring activities prior solicitation on the use of fixed-price and cost-type contracting, processing unsolicited proposals, multiple awards, award fees, and special provisions.
  • You will recommend and develop the most suitable type of contract.
  • You will participate in acquisition planning for anticipated procurements.
  • You will interpret procurement regulations and policies.
  • You will analyze and evaluate contract performance on current and previous orders, contractor responsibilities, general administrative expenses, and manufacturing techniques.
