Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This position is located at the Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience and/or education, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Basic Requirement: Degree: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

or Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.

Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.

This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience would be demonstrated by preparing contract modifications and supporting documents for all contract actions; assisting in acquisition planning with various sources to develop market research and acquisition strategies; analyzing contracting issues and recommend improved methods and operating procedures; and providing advice and guidance to customers, team members and management.

Major Duties:

  • Serve as a contracting authority and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters.
  • Review and evaluate requisitions for which previous experience and cost data are not usually directly available or applicable such as complex services or projects requiring rapid acquisition.
  • Resolve problems which limit competition and modifies clauses which discourage potential offerors.
  • Research, interpret, analyze, and apply all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents.
  • Conduct price or cost analysis of the proposals as needed.
  • Prepare pre-negotiation positions and memoranda based on audit and/or technical recommendations.
  • Analyze a variety of unusual conditions, questions, or issues including complex contract administration problems, e.g., disputes, labor violations, and claims, and identifies alternative courses of action which may depart from previous approaches.
